Good practices in EU and Western Balkans “
Background of the assignment
The general objectives of TACSO -Technical Assistance for Civil Society Organizations project are
to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within
the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for
the CSOs in the democratic process. The main purposes of the project are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
The main purpose of this assignment is to contribute to the TACSO project component: Building
relations between CSOs and external stakeholders.
Civil society organizations Needs Assessment Report (NA) recognized lack of efficiency and
transparency in public financing of CSOs as one of problems both at national and local level.
NA recommended further actions on improvement of legal framework and practice in process of
CSO financing from pubic sources.
Scope of the Assignment:
Comprehensive analyses of good practices from region (at least 2 countries) and EU member states
(at least 3 countries) should improve understanding among stakeholders and provide basis for
improvement of legal framework and practice in Montenegro.
Analyses should include overview of good practices in all phases of financing process (planning,
institutions responsible for financing, transparency of the process, scope of beneficiaries, decision
making criteria, decision making process, reporting, monitoring and evaluation).
Conclusions and recommendations should provide stakeholders (respective policy makers on
national and local level as well as CSOs) with directions for further improvement of legal
framework and practice.
Deliverables/results:
Under the overall guidance of t the Resident Advisor of Montenegro, the duties and responsibilities
of the Short Term Expert are as follows:
 Develop a publication outline (draft structure and content)
 Develop draft version of publication

By the end of the assignment, the STE should deliver to the Team Leader and RAs:



Prepare final document/ publication of 50 pages, 12 pt, Times New Roman, single space,
Format A4
Provide final product ( English version) in hard copy, CD and via e-mail
Presentation of draft Publication during an informative public event
Duration and timing of the assignment
The assignment is planned to take place during the following period:
12 July 2010 – 01 October 2010
Short term Consultant’s working days: up to 25.
The final document should be forwarded to the contractor no later than October 01, 2010.
Profile of the STE:
 University degree in law or social sciences, advanced degree is an asset
 At least 5 years working experience with civil society preferably in the region (Western
Balkans and Turkey)
 Sound knowledge of legal framework for CSO work, public funding of NGOs and public
administration/local government functioning
 Excellent academic/policy paper writing skills
 Fluent in Montenegrin/Serbian/Croatian/ Bosnian and English
Applicants must be independent and free from any conflict of interest. Note that civil servants and
other staff of a beneficiary public administration may not be recruited as STE unless to prior written
approval has been obtained from Contracting Authority.
Monitoring and evaluation of the STE:
The activity will be monitored by the Resident advisors of Montenegro and the Team Leader as well.
The STE will deliver a mission report to the RAs/Team Leader before remuneration.

Applications must be in English and entail the following:
 Letter of intent and availability, including draft of financial requirements.
 Draft Publication outline and structure ( including short explanation why specific countries
have been selected )
 CV in EU format
 3 references from similar assignments
