Background of the assignment
The general objectives of TACSO -Technical Assistance for Civil Society Organisations project are
to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within
the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for
the CSOs in the democratic process. The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
An important activity under this heading is support to development of concept of social
enterpreneurship in Montenegro as a potential sours for sustainable development of CSOs and
community.
Specific objectives of the Assignment are:
To support creation of favourable environment for development of the social enterpreneurship as a
mechanism of sustanable community development in Montenegro
Scope of the Assignment:
Main goal of this assignment is to provide support to the Montenegrin Ministry of labour and social
welfare in preparation of Law of social enterpreneurship.

Activities to be carried out:





assessment of legal frameworks in European countries and the region and market
competitiveness of social enterprises (on Montenegrin language)
Conducting comparative analysis of legislation in the field of social entrepreneurship (on
Montenegrin language)
Identification and assessment of needs which Law on Social Entrepreneurship in Montenegro
should include
Participating in working group for development of draft Law on Social Entrepreneurship
Providing comments during public hearing process
Deliverables/results.
By the end of the assignment, the implementing organization should have finalized or delivered:
 Conducted comparative analysis of legislation in the field of social entrepreneurship (on
Montenegrin language)
 Conducted assessment of legal frameworks in European countries and the region and market
competitiveness of social enterprises (on Montenegrin language)
Location of the assignment.
 Montenegro
Duration and timing of the assignment
The assignment needs to be conducted from October 25 until December 15 2012.
Number of working days: up to 20 working days.
Monitoring and evaluation of the Organization
The activity will be monitored by the TACSO Montenegro Resident Advisor and Team Leader.
The implementing organization will deliver a final report in Montenegrinin an English language, to
the TACSO Montenegro Resident Advisor before remuneration.

Application procedure:
Applications must be in English and entail the following:
 Letter of intent and availability, including a draft plan of process of development Law of SE
and information on financial requirements. (Please include travel and accommodation
expenses in your financial request)
 Proposed timeline
 CVs (EU format) of staff members working on the preparation of Law of SE with references
from the company of previous assignments, mentioned in the CV to be attached;
 Organizational/company background with references from similar assignments
