Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1249/99, Montenegro, Serbia and Turkey) EuropeAid/127427/C/SER/Multi TERMS OF REFERENCE Senior (3) and Junior (3) Short-term Experts as Conference Moderators Background of the assignment The general objectives of the project Technical Assistance for Civil Society Organizations (TACSO) are to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purpose of the project is to: increase and improve the capacity and actions of CSOs, and improve the democratic role of CSOs. An important activity under this heading is the implementation of regional conferences, which aim to increase the capacity of CSO representatives from the region in a number of key areas, including establishing effective cooperation between local self-governments and civil society. For this purpose we are organising a regional conference “Cooperation between Local Self-Governments and Civil Society Organisations in the IPA Countries.” The purpose of the regional conference is to provide forum to share topic related knowledge, information and experience among stakeholders from IPA countries. It’s organised by the TACSO offices in Montenegro and Bosnia and Herzegovina and TACSO Regional Office. The overall objectives of the Conference are: mapping of institutional mechanisms on cooperation between CSOs and local self governments in the region thus enabling further exploring of relations between CSOs and local government; exploring possibilities for further development of institutional mechanisms; identifying relevant actors and stakeholder for broadening regional cooperation. 1 Technical Assistance for Civil Society Organisations This project is funded Regional Office by the European Union. The focus of the regional conference will be on the following: Transparency and accountability of local governments and the role of CSOs; Participation mechanisms in the decision-making processes at the local level and cooperation with CSOs; Financing of CSO programs/projects at the local level. Six moderators, three senior and three junior, will be recruited to moderate the regional conference “Cooperation between Local Self-Governments and Civil Society Organisations.” The applicants might be both organisations/companies and/or individuals. Scope of the assignment Under the direct supervision and guidance of the Regional Training Coordinator and Resident Advisers in Bosnia and Herzegovina and Montenegro, and in consultations with Team Leader, the moderators will undertake the following tasks: Prepare up to ten facilitation questions for discussion; Moderate the regional conference; Compile the final report on the outputs of the Conference. Deliverables and timeframe The Consultants will work in pairs and perform required duties on 23-24 February 2011 at Becici in Montenegro (Hotel Queen of Montenegro). Two consultancy days are foreseen for this assignment per Consultant/moderator. The pair of Consultants will be responsible for the following deliverables: Deliverables Responsible Deadline Preparation of up to ten facilitation questions for discussion on one of the conference topics (Accountability and transparency, Participation in the decision-making processes, Financing of CSOs) The Consultants 13 February 2011 Moderation of the Conference The Consultants 23-24 February 2011 Submission of final report on the conference outputs The Consultants 6 March 2011 The moderation of the Conference will be in English. 2 Technical Assistance for Civil Society Organisations Regional Office This project is funded by the European Union. Competences and qualifications Education: University degree in social sciences, political sciences, law, or other relevant discipline; Advanced degree is an asset. Experience: Minimum five years (senor expert) or three years (junior expert) of proven and substantial experience in moderation, particularly moderation of bigger events such as conferences with more than 30 participants; Proven experience of moderating regional/international events; Proven record of communication skills; Knowledge and experience of the Civil Society in the Western Balkans and Turkey would be asset; Language: Excellency in the English language, both written and oral, is required.
