TERMS OF REFERENCE
Two Senior Short Term Expert(s) (STE) for
Conference: CSO results and Quality Assurance Systems for CSOs
Background of the assignment
The general objectives of this project is to strengthen the overall capacities and accountability
of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the
quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The
main purposes of the project are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
An important activity under this heading is the implementation of regional conferences, which
aim to increase the CSOs institutional capacity and sustainability in a number of key areas
related to CSO development and management. For this purpose we are organizing a conference
“ CSO results and Quality Assurance Systems for CSOs ”.
Scope of the assignment
The STEs will provide TACSO with the following services in relation to the conference on
Quality Assurance Systems for CSOs
(Podgorica, 14 October 2011):

Introducing conference participants (CSOs) to the best practice examples related to
different aspects of the Quality Assurance Systems for CSOs
Devising recommendations on further national Action Points for the CSOs Quality
Assurance Systems
Note: The official language of the Conference will be Montenegrin.
Deliverables/results and deadlines
1. Presentation for the Plenary sessions (including PPP and handouts for participants) –
until 07 October 2011.
2. Presentation at the conference– 14 October, 2011.

The assignment is planned to take place during the following period:

STE Profile:
 Prominent, recognized, professional and experienced with CSO environment (min 7
years).
 Proven records for at least 7 years of experience in CSO development and management.
 Strong knowledge and experience in presentations and facilitations in conferences and
workshops.
 Excellent reporting skills and experience.
 Excellent communication skills in English
 Knowledge of Montenegrin language will be an advance
Applicants must be independent and free from any conflict of interest. Note that civil servants
and other staff of a beneficiary public administration may not be recruited as STE unless to
prior written approval has been obtained from Contracting Authority.
Monitoring and evaluation of the STE
The STE will deliver a mission report to the Resident advisor before receiving remuneration.

 Letter with description of Quality Assurance System case/theme to be presented.
 CV with the min two references of the previous assignment
