POSITION DESCRIPTION TITLE: FLSA STATUS: Manager, Gear Up Program Exempt CATEGORY: GRADE: Professional F JOB SUMMARY: Manage the development, scheduling, marketing, implementation and evaluation of the El Paso Community College’s Gear Up Program. Develop, coordinate, and monitor partnerships with the rural school districts. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 25% 1. Manage the planning, development, scheduling, marketing, implementation, and evaluation of the District’s Gear Up Program to include design, implementation and supervision of all program activities. 2. Develop and maintain a partnership among various Gear Up stakeholders, including faculty, staff, and administrators; develop and maintain a partnership with area colleges, universities, high schools, and the community. 15% 3. Ensure the timely delivery of Gear Up Program support services including academic enrichment, college awareness for students and parents, testing, academic advising and registration and professional development for teachers. Coordinate resolution of issues related to program. 15% 4. Work closely with principals concerning program issues, including gathering and disseminating program data and other information, working with all stakeholders, and introducing procedural consistency among the partnership High Schools. Manage the Gear Up Program Project Advisory Committee. 10% 5. Develop, recommend and implement short and long range strategic operational and instructional plans and related policies/procedures; ensure compliance with state and federal regulations. Recommend and implement modifications to programs. Develop and manage a substantial program budget. 10% 6. Provide personnel management, direction and guidance to staff and faculty including performance appraisal, coaching, personal and professional development. 10% 7. Recruit instructors for the Gear Up Program summer staff. Facilitate the credentialing process of program instructors. Prepare presentations to local, state, and national affiliations on El Paso’s Gear Up efforts and results. Travel associated with program activities to include both in-town and out-of-town. 5% 9. BUDGET RESPONSIBILITIES: Program budget. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s Degree or equivalent EXPERIENCE: Seven (7) years related experience SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Good understanding of instructional and administrative procedures within a community college and high school setting; effective communication and problem solving skills; and strong interpersonal skills. Ability to understand, analyze and interpret state and federal regulations. Excellent oral and written communication skills. 2. Equipment Used: Personal Computer and office equipment associated with a general office environment. 3. Software Used: A variety of word processing, spreadsheet, database, and presentation software.
