POSITION DESCRIPTION TITLE: FLSA STATUS: Manager, Contract Opportunities Exempt CATEGORY: GRADE: Professional F JOB SUMMARY: Plan, develop, administer and evaluate Contract Opportunities Center (COC) operations, work with grants from the DOD/DLA and provide technical assistance and guidance to business owners, interact with key stakeholders to include government agencies, chamber of commerce, military posts, in order to facilitate economic development and job growth in the greater El Paso community. Contract Opportunities Center Description The COC, a Procurement Technical Assistance Center (PTAC) operated under cooperative agreement with the Department of Defense (DOD)/Defense Logistics Agency (DLA), is the primary local provider of technical assistance in the area of government procurement. The mission of the COC is to promote business development by providing bidding/contracting opportunities and technical assistance throughout the County of El Paso. COC offers services and support functions which include outreach, confidential one-on-one counseling, marketing, bid-matching, technical assistance, and electronic commerce/electronic data interchange. Conferences and workshops that provide information and education to all facets of government procurement and electronic commerce. ESSENTIAL FUNCTIONS: 1. Manage the planning, scheduling, budget, marketing, and evaluation of COC services to include design, implementation and supervision of all COC services. Oversee the delivery of services by staff regarding counseling, marketing, interpretation of requirements and processes under the Federal Acquisition Regulations, State and local procurement laws and regulations, and applicable state Uniform Commercial codes. Assist with federal vendor registrations, bid protests, resolution of contract disputes and access to business loan programs. Monitor services to ensure compliance with short and long term goals and timelines. YEARLY PERCENT OF TIME 25% 2. Research, evaluate and develop means to effectively disseminate and provide guidance to clients and the business community on frequently evolving and changing federal, state and local procurement/purchasing initiatives, programs, policies, rules regulations, and laws. Successfully develop the initial and annual option year funding applications; ensure they adhere to performance and budget requirements and if necessary develop and submit amendments for extensions and renewals; comply with applicable policies and procedures of the El Paso Community College District. Establish and monitor specific performance metrics to evaluate the effectiveness of the PTAC Program. 20% 3. Keep up-to-date on federal grant regulations and procedures, including applicable guidelines issued by the U.S. Office of Management and Budget the related supplemental guidelines issued by the U.S. DOD and the terms and conditions of the funding Cooperative Agreements. 15% 5. Provide personnel management direction and guidance to staff including orientation, training, scheduling, direct supervision, performance appraisal, professional development, coaching and counseling. Participate in setting performance goals and priorities that contribute to departmental mission. 15% 6. BUDGET RESPONSIBILITIES: Departmental Budget. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree or equivalent. EXPERIENCE: Seven (7) years related experience.
