POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Manager Manager, Classification and Compensation Exempt CATEGORY: Professional GRADE: F JOB SUMMARY: Responsible for providing advanced complex support to the Executive Director, Human Resources in developing and implementing procedures for administering classification and compensation processes and systems for the District. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 20% 1. Develop, provide training, and implement District classification and compensation guidelines in accordance with federal and state laws, and district operational policies and procedures. Plan, develop, implement, and administer IT systems for Human Resources by partnering with IT staff, outside consultants and vendors, to provide high quality HR systems for the District. 2. Compose and review the preparation of job descriptions for the College to include those that are externally funded. Manage and participate in the evaluation and re-evaluation of positions in the District to ensure job alignment and equity. 20% 3. Perform complex research and analysis to determine appropriate salary level according to compensation guidelines and procedures. Provide cost analysis of salary and wage adjustments for the budgeting process and salary schedules. Responsible for updating salary tables on the District’s automated system. 20% 4. Oversee compensation analysis activities that include conducting and participating in market pricing surveys. Devise and implement methods to effectively collect job data, approval of job description matching for external salary surveys, and recommend changes or modifications. 10% 5. Provide personnel management direction and guidance to staff including orientation, performance appraisal, professional development, coaching and counseling. Participate in setting performance goals and priorities that contribute to departmental mission. 10% 6. Responsible for administration of the performance appraisal system and succession planning for the district. 10% 7. Responsible for auditing and verifying various personnel and payroll transactions for completeness and accuracy. Administer components of the automated Human Resources Information System to ensure accurate reporting and recording as it pertains to position management. 5% 8. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree in Human Resources or related field. EXPERIENCE: Seven (7) years experience (five years general HR experience and two years related). CERTIFICATIONS/LICENSURES: Must have a valid driver’s license. SPHR or PHR desired. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Effective communication skills; both oral and written. Strong analytical skills, attention to detail. Ability to process and analyze information accurately. Ability to maintain consistencies in actions and practices, and general management skills required of the position. 2.
