POSITION DESCRIPTION TITLE: FLSA Status: Peace Officer II Non-Exempt CATEGORY: GRADE: Classified Staff E (Law Enforcement) JOB SUMMARY: Officers are responsible for providing protection and service to all students, faculty, staff, and the general public at all college campuses and facilities; enforce college policies and procedures; maintain law and order by constant patrol, surveillance, crime prevention and enforcement of all applicable laws of the city, county, state and federal governments. Serve as field training officer. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 25% 1. Patrol assigned college campuses and facilities by motor vehicle, bike patrol, and foot patrol; enforce all applicable college policies and procedures; enforce all applicable laws of the city, county, state and federal government; issue parking permits; enforce parking and traffic regulations through verbal commands and/or parking and traffic citations; direct the flow of traffic to ease congestion when required. 2. Answer calls from Dispatcher to assist students, faculty, staff, and the general public with request for service, and civil and criminal complaints. On a daily basis, opens and secures campus facilities; sets alarms and security surveillance systems; monitors campus facilities via security surveillance systems and by mobile and foot patrol activities; inspects premises for indications of criminal activity. 25% 3. Open and secure District facilities; set alarms and surveillance systems; monitor campus facilities via surveillance systems and mobile, foot, and bike patrols. Inspect premise for conditions conducive to crime, indicative of criminal activity, or may cause harm to individuals. 10% 4. Under minimal or no supervision, conducts preliminary investigations; obtains information; documents and files initial reports, witness statements, affidavits, and supplemental reports; identifies and makes proper arrest of offender(s) when required; transports prisoners to local police stations for processing; transports prisoners to County jail for processing and booking; testifies in court when summoned; coordinates criminal investigation as required with the city, county, state and federal agencies. 10% 5. Respond to and investigate traffic accidents, provide first aid as needed, emergency and towing services if required, survey accident scene, inspect and record physical damage to vehicles and District property; clear scene, and submit appropriate documents/reports. 10% 6. Provides first aid during medical emergencies; coordinates with EMS and Fire 5% Effective: 9/1/01 Revised: 02/06/08 & 10/13/09 Page 1 of 5 Department for transporting of persons from campus facilities to local hospitals when medical situations requires it; provides evacuation assistance and directions in emergency situations. 7. Perform other duties and assignments as required by the Chief, supervisors or senior officers such as following up on pending cases, transporting persons or property, making presentations to students and staff on crime prevention and safety, providing escorts for personal safety or to personnel making cash deposits, dispatching duties, data entry of vehicle registration and issuance of vehicle parking decals and other duties assigned, and provide courtesy services to motorist (e.g. automobile jump stars, unlock vehicles, etc.) 5% 8. May perform basic duties as terminal operator (dispatcher), including training and TLETS certification for obtaining information through TCIC/NCIC. Responsible for accountability and control of all lost and found and evidentiary items and materials scheduling; responsible for the accuracy of reports, time sheets, officer assignment scheduling, and other administrative matters as assigned. 5% 9. Provide direct supervision to Peace Officer I relating to field duties and operations. May perform the duties and responsibilities of Lieutenant in their absence. 5% REPORTING RELATIONSHIP: Lieutenant ESSENTIAL QUALIFICATIONS: EDUCATION: 60 credit hours from an accredited college or university. EXPERIENCE: Three (3) years of related experience (consideration given to prior supervisory experience). CERTIFICATIONS/LICENSURES: Active Peace Officer License from the State of Texas (TCLEOSE). SPECIAL REQUIREMENTS: Must posses or obtain a valid Texas driver’s license Provide proof of liability auto insurance Must pass medical examination and psychological and drug screening as required by TCLEOSE. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Strong interpersonal skills, both oral and written. Ability to analyze complex or difficult situations quickly, objectively, and act accordingly Must be familiar with and knowledgeable of use of force and arrest procedures, involving interaction with all local law enforcement agencies. Ability to cope with situations firmly, courteously, tactfully, and with respect for the rights of others. Safely operate a motor vehicle while responding to calls and driving within the district. Software Used: A variety of word processing, spreadsheet, database, and presentation software in addition to Ticket Trak Vehicle Registration Program and the DSX Alarm System. 4. Special Conditions: Position requires irregular or extended work hours to include weekends and holidays. Must be able to provide own personal transportation Must be able to be contacted by phone when needed. Must not having any arrest convictions as mandated by TCLEOSE or have any adverse or derogatory information that would reflect discredit upon law enforcement resulting from a background check.
