JOB SUMMARY: Responsible for the operations, project management, procurement, installation, coordination of all network infrastructure and related services. Provide recommendations for technical acquisitions including the development of guidelines, standards, procedures and support of technology systems and devices for instructional and administrative areas.

1.
Responsible for managing subordinate supervisors who supervise employees in the Network Systems, Service Desk, PC Support and Telecommunications departments. Responsible for the overall direction, coordination, and evaluation of this unit. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

Analyze network and systems functionality; identify and resolve system errors and performance problems; evaluate trends and recommend operational, procedural, technical improvements and additional resources; coordinate integration with other systems; direct the execution of system upgrades; identify and communicate strategies, goals, and objectives. Ensure functionality, compatibility and performance of network systems; review College growth strategies and determine resource requirements, program goals, and deliverables; develop strategic plans and tactical goals; determine scope and priorities of projects.

Provide vision and planning for future growth and sustainability of the College network and systems. Research and evaluate new technologies, and attend technical training to maintain a high level of technical expertise; evaluate new hardware, software, and related equipment for functionality and fit to current operating environment and user needs. Develop plan of action and recommendations; identify milestones and issues to be addressed, and generate reports as required.

Work with departments and committees college-wide to assess network needs for computer hardware and software; develop enhanced network design consistent with EPCC goals. Serve on decision-making committees that address the feasibility and implementation of decisions that will have College-wide impact on technology services and customer support.

Plan, advise, and recommend budget items for system hardware and software; write, bid and evaluate responses for system hardware and software procurement.
Collaborate in discussions with relevant IT staff regarding new projects, budget development, process improvements, and new initiatives.

Manage and provide leadership and guidance to Network Systems staff; PC
Support staff and Service Desk staff; develop priorities and assign tasks and projects; ensure that all issues are addressed and resolved. Meet regularly with staff to discuss and resolve workload and technical issues. Provide direction for the operation and coordination of IT Support Services. Direct the operation, coordination, and promotion of the College-wide Service Desk.

Direct the implementation, management, and auditing of SQL database security to protect the integrity of mission critical administrative databases; adhere to state and federal regulatory requirements; and provides availability to the end user.

Direct the creation of policies, measurable goals and objectives to manage the dayto-day operations, and quality improvement processes. Lead in the development of policies and standards for the connectivity, accessibility, and security of administrative computer systems.

Monitor and maintain mission critical administrative systems and services as well as air conditioning and backup power (generators and/or UPS) to ensure high availability and functionality; develop and maintain a disaster recovery site for mission critical systems. Maintain a College-wide backup and recovery system to ensure that all critical systems are protected from data loss.

Direct the installation of system hardware, software, and operating systems; direct the development, writing, installation, testing, debugging, and maintenance of system hardware. Maintain voice response systems used for telephone registration.

ESSENTIAL QUALIFICATIONS:
EDUCATION: Master’s degree in Computer Information Systems, Information Technology,
Computer Science or related field.
EXPERIENCE: Nine (9) years of professional management and leadership experience including work experience in computer network management, work experience in a complex networked environment, including supervisory work experience. Work experience in information technology management including programming, data processing, enterprise system administration, systems design, database administration, and customer help desk. Work experience in Call/Help Center administration.

Equipment Used: Personal Computer and other equipment associated with a general office environment (copier, phone, fax, etc.), standard office software applications, query and control languages, programming languages, and database systems, network domain administration and enterprise system administration to include Cisco 15454 ONS equipment, fiber optic network, a variety of Cisco network router and switching equipment.

Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software.
