Project Description:
The Allied Health and Early Childhood Development Center project responds to regional
workforce demand by providing a state-of-the-art facility for the college's Allied Health
departments: nursing, medical assisting and community demand. The center also houses the early
childhood development programs which consist of early childhood education and childcare
facilities for toddlers and preschoolers (with the possibility of caring for infants if desired). The
building enables these programs to better serve the educational, economic, health and childcare
needs of the North Olympic Peninsula community.
The project is at 75% CD, the cost estimate is complete and constructability review is underway.
Square feet: 41,650 sf
Scope changes: With the possibility of a $3 million cut to the project budget the college and
design team undertook an aggressive review of all project elements. Maintaining program space
and functionality is a priority and has been preserved within these budget restraints. The college
is foregoing geo-thermal heating and cooling (a source used successfully on three prior college
projects) and eliminated a PV array that would provide hot water for the building.
In order to get the project underway sooner and take advantage of the summer schedule and
weather as well as the possibility of a more favorable bid climate, the college decided to bid this
project in two phases – demolition/utility infrastructure and construction.

Potential for Project Cost Overruns/Claims: The college and design team have worked very
hard to eliminate potential areas of concern on this project. Because of known poor soil conditions
on the campus, this project will utilize auger cast piles. The college has worked closely and
collaboratively with local regulatory agencies to address issues around wetlands and stormwater
management. As part of the Constructability Review team, a contractor has been consulted to
ensure the best possible transitions between Phase I and Phase II of this project.
Discussion of Project Quality: Peninsula College engages many faculty and staff in the
predesign/design process to ensure a very high quality and well-functioning facility. Working as a
team with the project architects, the college will continue to strive for an efficient, top quality
facility placing teaching and learning at its center.
