POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Executive Director Executive Director, Human Resources, Risk Management & Safety Exempt CATEGORY: Administrative GRADE: E JOB SUMMARY: Responsible for planning, directing, and coordinating human resource management and safety activities of the El Paso County Community College District (EPCCCD). Serve as the district spokesperson for human resources, risk management, and safety related issues. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 20% 1. Provide HR management direction and guidance to EPCCCD administration, faculty, and staff, including new employee orientation, performance appraisal, coaching, personal and professional development, and HR policies/procedures. 2. Develop, implement, administer, and evaluate a District-wide Risk Management & Safety program to ensure compliance with all health and safety rules and processes. Oversee administration of worker’s compensation insurance program. 10% 3. Formulate, develop, implement, administer, and evaluate EPCCCD personnel and employment services policies and procedures; ensure compliance with applicable laws and regulations. 10% 4. Develop, implement, administer, and evaluate a District-wide recruitment, selection, and employment program and supporting services. 10% 5. Develop, implement, administer and evaluate compensation management and position classification system, the personnel information reporting system for federal, state, and college reporting, personnel management training programs, and the performance evaluation system. 10% 6. Develop, implement, administer, and evaluate EPCCCD employee benefit programs, including group insurance, leave programs, optional retirement and annuity plans, staff scholarship, and tuition reimbursement. 10% 7. Develop, implement, administer, and evaluate the pay management section to ensure appropriate closing of payroll processing activities. Oversee comprehensive audit of all District payrolls for pay accuracy and appropriateness including high/low/zero and related issues; certify audit results for delivery to Comptroller. 10% 8. Develop, implement, administer, and evaluate the District’s Human Resource Information Systems to ensure integrity and accuracy of personnel information and regulatory and government mandated reports. Develops and manages all assigned budgets including, Personnel Services Department, Workers’ Compensation, Employment Services Support, ongoing reclassifications, Educational Advancement and ADA Assistance. 10. BUDGET RESPONSIBILITIES: Direct budget responsibility ESSENTIAL QUALIFICATIONS: EDUCATION: Master’s Degree in Human Resources, Management, Business Administration or equivalent. EXPERIENCE: Nine (9) Years related experience. CERTIFICATIONS/LICENSURES: None specified. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Must be familiar with and have experience with current employment laws and have the ability to interpret and apply regulatory guidelines to current departmental operations; Must be familiar with human resources/payroll information system processes; Experience and ability to apply knowledge of federal, state and local health and safety regulations; Working knowledge of FMLA and ADA administration and compliance; Working knowledge of all aspects of job description creation; Effective problem solving skills in a variety of circumstances; Effective organizational and detail oriented skills; Excellent communication, written and verbal, and interpersonal skills; Ability to effectively deliver public presentations, and to effectively present training and instruction. 2.
