POSITION DESCRIPTION TITLE: FLSA STATUS: Chief of Police Exempt CATEGORY: GRADE: Administrative D JOB SUMMARY: Direct, develop, implement, and enhance El Paso County Community College District's Police Department programs to provide a safe environment for students, faculty, staff, and the general public. YEARLY ESSENTIAL FUNCTIONS: PERCENT OF TIME 1. Plan, organize, and provide overall direction of the District's Police 30% department's administrative operations; direct and implement compliance activities to ensure standards meet the Commission Accreditation for Law Enforcement Agencies' (CALEA) requirements. 2. Direct the enforcement of the Police department's operating policies and procedures; ensure enforcement of state and federal laws and regulations are within board policy and jurisdiction of the district. 20% 3. Serve as Commander for the Special Reaction Team (SRT); develop and monitor a strong training program for Peace Officers/Security Officers and make changes; ensure that courses required by TCLEOSE are completed as mandated. 15% 4. Direct, develop, implement, and evaluate district-wide crime prevention and intervention programs and services such as creative patrol strategies (foot, bicycle, etc.); posting and publishing safety alerts; conducting new student and employee orientation concerning campus security, background checks, and awareness programs/workshops. 10% 5. Review and evaluate service delivery methods and systems including disaster preparedness and emergency response; recommend modifications and program changes. 10% 6. Develop, present, administer, and control budget expenditures allocated to the Police Department; create long-term strategies for growth and maintenance of department; identify and implement technology advances to improve the department's technological capabilities. 10% 7. BUDGET RESPONSIBILITIES: Departmental budgets ESSENTIAL QUALIFICATIONS: EDUCATION: Master’s Degree in Criminal Justice or related field. SPECIALIZED TRAINING: Successful completion of Basic Peace Officer Training. EXPERIENCE: Seven (7) years in a law enforcement position. CERTIFICATION/LICENSURES: Active Peace Officer License. Must have a valid Texas driver’s license and be eligible for insurability. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Experience and knowledge of law enforcement department procedures and operations, and State and Federal laws and regulations. Direct management experience of personnel to include certified law enforcement officers and non-certified support personnel. Experience with criminal investigations and criminal law. Strong organizational, public relations and interpersonal skills; knowledge of current crime prevention methods and effective communication and problem solving and negotiating skills. 2. Equipment Used: Motor vehicle, mobile or hand-held radio, an approved firearm, expendable baton and any other accessory emergency equipment as authorized by the department to include but not limited to handcuffs, flashlight, and extra ammunition; and occasional use of a personal computer and other equipment associated with a general office environment. 3. Software Used: A variety of word-processing, spreadsheet, database, e-mail, presentation software and a specialized law enforcement information system (i.e. ILEADS).
