POSITION DESCRIPTION TITLE: FLSA STATUS: Associate Vice President Employee Relations Exempt CATEGORY: Administrative GRADE: F JOB SUMMARY: Responsible for the effective management of the District employee relations programs, including internal complaint processing, facilitation of dispute resolution, responding to external employee and student grievances, oversight of the disciplinary procedures of the College, and serving as the College representative in litigation and other contested administrative proceedings. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 20% 1. Serve as the senior human resources advisor to the President, senior management of the College, and to other college officials and managers. Advise supervisors and employees regarding general personnel policies and procedures, particularly those regarding grievances, employee relations, disciplinary matters, and equal opportunity. Oversee and manage disciplinary actions by College officials. 2. Serve as the College representative in litigation and contested administrative hearings; assist the College’s General Counsel in the general defense of the District; including trial preparation. 20% 3. Respond to external employee grievances, including charges filed with the Equal Employment Opportunity Commission and the Texas Workforce Commission, Civil Rights Division; serve as the District’s contact to these agencies. 20% 4. Serve as the College’s respondent to requests for information pursuant to the Texas Public Information Act. 10% 5. Facilitate both supervisors and employees in the resolution of grievances and other employee concerns and oversee internal grievance procedures, including discrimination complaints and grievances regarding wage, hours, or working conditions. 10% 6. Develop, monitor and manage assigned budgets. 5% 7. Manage, coordinate, develop and present employee and supervisory compliance training programs, including equal employment opportunity and equal educational opportunity, sexual harassment prevention programs, grievances, and employee discipline. 5% 8. BUDGET RESPONSIBILITIES: Departmental budgets ESSENTIAL QUALIFICATIONS: EDUCATION: Master’s Degree in Human Resources, Management or Business, or a law degree. EXPERIENCE: Ten (10) years of directly related experience in human resources or employment law, including increasingly responsible administrative experience. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Knowledge of Federal and State employment laws and equal employment opportunity laws, ability to use logic, experience and knowledge to evaluate information and problem situations, excellent interpersonal skills, effective written and verbal communication skills, the ability to effective deliver public presentations, ability to effectively present training and instruction, demonstrated ability to work with teams of people to complete tasks, demonstrated ability to work effectively with different constituencies, ability to analyze complex issues, and the ability to function as a neutral agent to facilitate issue resolution. Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion. 2.
