Reciprocal Recognition Agreement between
The Hong Kong Institution of Engineers and The Chartered Institute of Building
Guidance Notes to Applicants for Assessment (2010)
Please read the following notes carefully and comply with all requirements.
1.
Basic Application Requirements:
Applicants must satisfy all of the following:
(i)
Membership of the Chartered Institute of Building (CIOB) with good standing for not less
than 5 years (Count up to the date of application);
(ii) A period of training and experience relevant to the Hong Kong Institution of Engineers
(HKIE) in Building Discipline;**
(iii) CIOB Membership must be acquired via the normal admission procedures by passing a
Professional Interview conducted by the CIOB.

Applicants must complete and return the application form for assessment to the HKIE with
the assessment fee and a detailed curriculum vitae on or before 14 July 2010.
Applicants are required to attach evidence of their Continuing Professional Development
activities for the past 2 years.
The HKIE shall verify the membership status of applicants from the CIOB.
All applications for assessment will be checked by the Membership Section of the HKIE
and screened by a Selection Panel. The Panel may request the applicants to provide
additional information or documents.
Selected applicants will be invited to attend the Supplementary Training and Assessment.
Applicants must declare that the information submitted is true and correct.
Assessment Fee:
The assessment fee for the Supplementary Training and Assessment is HK$2,500. The fee does
not include transportation, meal or any other expenses which may be incurred during the
assessment.
Please pay the assessment fee with your application. The assessment fee will not be refunded
once the applicants are selected to attend the assessment. For applicants who are not selected to
attend the assessment, their assessment fees will be fully refunded.
4.
Application Quota and Selection Criteria for Assessment:
The quota for taking the assessment in the year of 2010 shall be 50.
All applications for assessment will be screened by the Selection Panel based on (but not limited
to) the following criteria:
(i) Seniority of CIOB Membership
(ii) Academic qualifications
(iii) Building engineering experience after obtained the CIOB Membership
Selected applicants will be invited to attend the Supplementary Training and Assessment to be
held in September/October 2010. The Institution will notify applicants of the selection results
by early August 2010.
5.
Supplementary Training and Assessment:
All selected applicants must attend and pass the Supplementary Training and Assessment. The
assessment shall include the attendance of supplementary training sessions, passing a
multiple-choice test and an interview organised by the HKIE. Details of the assessment are as
follows:
(i)
The supplementary training sessions shall focus on building engineering contents and will
not be less than 14 hours. The main content areas are as follows:
(a) Introduction of the Hong Kong Institution of Engineers
(b) Buildings Ordinance and relevant statutory requirements
[Control mechanism of the Buildings Ordinance and work practice for various
types of buildings works]
(c) Project design
[Soil mechanics, slope stability and design of temporary works such as formwork]
(d) Communication and project management
[Organizational structures, analysis and design of project management structure,
and site administration and control]
(e) Safety and health
[Site supervision system, and accident analysis]
(f)
Quality assurance
[Quality concepts, quality characteristics, and durability fundamentals]
(g) Inspection and maintenance of existing buildings
[Maintenance, common defects, appraisal and repair]
(h) Contract administration
[types of building contract, procurement methods, and contract administration]
Training materials will be sent to the selected applicants in form of CD-ROM following the
notification of the selection results. Applicants must study the training materials before
attending the supplementary training sessions.
(ii) Following the training sessions, applicants shall attend a multiple-choice test arranged by
the HKIE. The test will primarily be based on the content of the supplementary training
sessions and the duration of the test is 1 hour.
(iii) The applicants shall then attend an interview conducted by assessors appointed by the
Building Discipline. The assessors will assess the suitability of the applicants for
Membership of the HKIE in the Building Discipline based on the experience report
submitted by the applicants. The duration of the interview is 45 minutes.
The assessment of this year is scheduled to be held in September/October 2010. Selected
applicants will be notified of the detailed arrangement of the assessment. The tentative
assessment schedule is as follows:

6.
Submission for the Supplementary Training and Assessment:
All selected applicants are required to submit an experience report or curriculum vitae, in
between 1,600-2,000 words in English and in duplicate, with detailed descriptions on their key
building engineering experience.
7.
Assessment Results:
Performance of the candidates in the assessment shall be based on the multiple-choice test and
the interview. The multiple-choice test results and interview performance are considered by the
Panel of Assessors holistically.
In general, considering the competence of CIOB members in project management is well
recognised, the assessment also focuses on the engineering contents which are the essential core
for building engineers.
8.
Announcement of Assessment Results and Subsequent Procedures:
(i)
Applicants would normally be notified of the assessment results 3 months after the
assessment.
(ii) All successful applicants who have attended and passed the Supplementary Training and
Assessment will be asked to fill in the HKIE Membership application form (Form 1/M) and
pay the relevant fees for the purpose of becoming a Member of the HKIE.
Remarks:
(i)
For any applicants who have been invited to attend the Supplementary Training and
Assessment but are absent from the assessment without reasonable explanations, their
absence will be recorded for reference in the future.
(ii) For applicants who are not selected to attend the assessment or unsuccessful in the
assessment, they will be allowed to submit a new application for assessment should they
wish to apply for the assessment in the next year.

Building Discipline is intended to cover an identifiable area of professional engineering
application with a reasonable depth of expertise in Building Engineering, Building
Management, Building Development, Building System, Construction Technology and
related areas.
