Key personnel at Applicant’s construction office in Long Branch, New Jersey, will have the
primary responsibility of ensuring that construction is performed in compliance with all terms
and conditions of the Contract Documents, including compliance with the various environmental
mitigation measures required by the certificate order, Millennium Pipeline Company, L.L.C., 140
FERC ¶ 61,045 (2012), and various federal and state agencies. Key personnel at the Long Branch
