1. The Bids and Awards Committee of the Department of Public Works and Highways Regional
Office VI (BAC – DPWH RO VI), Fort San Pedro, Iloilo City, through the mentioned FY 2015
Infra Projects, intends to apply the sum stated above being the Approved Budget for the
Contract (ABC) to payments under the above-mentioned contracts. Bids received in excess of
the ABC shall be automatically rejected at bid opening.
2. The BAC – DPWH RO VI, Fort San Pedro, Iloilo City now invites bids for the abovementioned scope of works. Completion of the Works required is above-stated contract
duration. Bidders should have completed, within ten (10) years from the date of submission
and receipt of bids, a contract similar to the Project. The description of an eligible bidder is
contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of
Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorship, partnerships or organizations with at
least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of
the Philippines.
4. Interested bidders may obtain further information from the BAC – DPWH RO VI, Fort San
Pedro, Iloilo City and inspect Bidding Documents at the address given below from 8:00 A.M. –
5:00 P.M.
5. A complete set of Bidding Documents may be purchased by interested Bidders from the
address below and upon payment of a nonrefundable fee for the Bidding Documents is
indicated above until 9:00 A.M. of the day of the bidding. It is reiterated that the deadline for
the purchase of bidding documents is only until 9:00 A.M. of the bidding date.
It may also be downloaded free of charge from the website of the Philippine Government
Procurement System (PhilGEPS) and the website of the Procuring Entity at www.dpwh.gov.ph,
provided that bidders shall pay the fee for the Bidding Documents not later than the
submission of their bids.
6. The BAC - DPWH RO VI, Fort San Pedro, Iloilo City will hold a Pre-Bid Conference on July 10,
2015, 2:00 P.M. at Department of Public Works and Highways Regional Office VI,
Iloilo City, which shall be open to all interested parties.
7. Bids must be submitted to the BAC – DPWH RO VI, Fort San Pedro, Iloilo City on or before
July 24, 2015, 10:00 A.M. All bids must be accompanied by a bid security in any of the
acceptable forms and in the amount stated in ITB Clause 18. Further, bidders’ representative
who will drop the bid proposals must be the duly designated/registered liaison officer of the
company/firm as appearing in its Contractors Registration Certificate (CRC), who must present
its company’s and a government-issued identification cards as competent proof of his/her
identity.
Bids will be opened in the presence of the bidders’ representatives who choose to attend at the
address below. Late bids shall not be accepted.
It is also informed, as per Department Order No. 3, Series of 2015, that the minimum period
for the submission of Class "A" documents and Financial Statements is at least seven (7)
calendar days and the Technical Documents (completed/on-going projects) is at least fifteen
(15) calendar days before the deadline for the submission or opening of bids to the DPWH-Civil
Works Registry, Central Procurement Service Office, DPWH Central Office, Port Area, Manila.
8. The BAC – DPWH RO VI, Fort San Pedro, Iloilo City, reserves the right to accept or deny any
bid, to annul bidding process, and to reject all bids at any time prior to contract award without
thereby incurring any liability to the affected bidder or bidders.
