Organised by Tampere University of Technology (TUT), Institute of Environmental

Engineering and Biotechnology (IEEB), the Reseach group of Capacity

Development in Water and Environmental Services (CADWES) in cooperation with

Water and Development-group at Helsinki University of Technology (HUT),

Laboratory of Water Resources.

Objectives

The course aims at giving a wide perspective on international trends and institutional

issues, water policies and strategies in relation to water for people, water for food and water for nature. Four one-day seminars will be held on Fridays: 6 th of February,

19 th of March, 16 th of April; and 7 th of May, 2004 . Students are to participate in the first and the fourth seminar, and alternatively either in the second or the third seminar.

Participants

Doctoral and postgraduate students in the fields of water engineering, water resources engineering, environmental engineering, environmental management, environmental history, futures research, hydrogeology, geography, natural resources, etc. are now invited to participate in this multidisciplinary course. In addition to TUT and HUT, some 5 to 6 universities have already confirmed their interest to participate.

Course objectives

International water policies, strategies and trends in relation to water for people, water for food and water for nature. The course contents are linked to the on-going international freshwater management processes.

Content of the course

Institutional development of services, research approaches and theories, major stakeholders of water industry, sustainability, viability, long-term lessons and changes, public-private partnerships, futures research, case studies from transition and developing economies. The three seminars will be organised and learning-based groupwork will be used through virtual technics and joint sessions.

Requirements

Attendance in all three of the four seminars and groupwork/essay including its presentation.

Workshop “Sustainable and Participative Decision-making for Good Governance in

Water Services, in connection with the EU project WATERTIME (? = not confirmed yet)

Objective: The workshops aims at better understanding the decision-making structures and processes including participation at various decision-making levels

(international, ministry, region, municipality, water and wastewater works) with regard to sustainability of water services. It is also to highlight the limitations and constraints related to participatory approaches adopted in administrative framework.
