DECISION
Approve the List of
Priority and key industries in Can Tho city
in the period 2012 - 2015, with a vision to 2020
CAN THO CITY PEOPLE'S COMMITTEE
Pursuant to the Law on Organization of People's Councils and People's
Committees dated November 26, 2003;
Pursuant Decision 366/2009/QD-TTg dated 20/3/2009 of the Government
on the issuance of the Plan opening Resolution 45-NQ/TW on 17/02/2005 of the
Political Bureau of the building and development of Can Tho city in the period
2009 - 2015;
Pursuant to Decision No.1439/QD-UBND May 7, 2009 of the People's
Committee of Can Tho city issued the Plan implementing Decision No.
366/2009/QD-TTg March 20, 2009 of Prime Minister of Planning and
development opening Resolution 45-NQ/TW on 17 May 02, 2005 of the
Politburo;
At the proposal of the Director of the Department of Trade and Industry,
DECISION
Article 1. Approved Project Building the list of priority industries, a key
industries in Can Tho city in the period 2012 - 2015 with a vision to 2020; with
the following main content:
1. Oriented development
- Strong developing processing industry of agricultural and fisheries in the
local districts which have concentrated ingredients to address output for
agricultural products, increase investment in depth the existing production
facilities to improve quality and value of products. Active application of the
advanced stages of rearing techniques to improve the yield and quality of raw
materials for processing. Development of industrial processing of agricultural,
forestry and fisheries must go hand in hand with the protection of the ecological
environment.
- Focus in investment service, commercial center, development textilesfootwear market in Can Tho, in the long time we should increase investment in
the development of raw materials of the industry to increase the proportion of raw
domestic material in the export product. Continually improve and innovate
technology, personnel training, labor productivity growth in order to increase the
competitiveness of the products. Focus state investment and foreign investment in
sewing thread - textile, leather and imitation leather to ensure raw materials.

- Focus on capital and organizational resources to the production of
mechanical products with a list of key mechanical products have been approved
by the Prime Minister. Mechanical industry restructuring in the direction of high
specialization and cooperation. City focus on investing some specialized
mechanics in the early stages, such as investment in infrastructure, capital
investment priorities from special preferential credit. Separate regime for
working capital loans with a term for the mechanical equipment manufacturer,
for projects all require large capital equipment, long production cycle.
Particularly interested in foreign investment incentives in the field of mechanical
manufacturing production materials.
- Positive international cooperation to attract investment in the
petrochemical industry, organic chemicals, pharmaceutical raw materials,
cosmetics, fertilizer for agriculture. Priority to the development of high-value
chemical products such as high-tech rubber, pure chemicals, organic chemicals
meet domestic demand and export towards consumer chemical products.
- Focus on the capital for fast growing energy industry, ensuring balance
with demand booming, creating a competitive market in the production and
distribution of electricity. Encourage and support the economic sectors in the city
to develop new forms of electrical energy, renewable energy, and actively
implement energy saving programs and effective. Thorough implementation of
power saving measures, reducing energy consumption per unit of product, reduce
power losses in transmission and distribution networks.
- Creating a market for electronic and technology information products in
the city. To encourage all economic sectors to invest in the production of hightech communications equipment. Universal computerization in the population.
Promote the application of information technology in life, in business. Special
incentives to attract foreign investment for the development of electronics and
information technology to facilitate the transfer of high technology and market
expansion, and increased investment from the city budget for the infrastructure
development such as training centers, scientific research and application of
electronic technology - information technology, hi-tech, information systems
infrastructure.
- Use a maximum of domestic raw materials for the plastics - rubber
industry development, using new material technology, develop manufacturing
with high quality products, diversification of types and designs, improve
competitiveness, meet the domestic demand and increase exports. Positive
investment in modern technology, gradually replacing existing equipment with
advanced equipment, modern world, to ensure the quality, safety, hygiene, meet
Vietnamese environmental standards in accordance with the international and
highly competitive products on the domestic market and the world

Perspective to select priority industries, key industries in 2015, to 2020 as
follows:

- As the industry has an important position, dominant position for many
national economic sectors, products that meet the special needs essential to the
country and the people. The development of this sector will promote the
restructuring of the industry in the direction of industrialization and
modernization, to decide on the implementation of socio-economic, services of
the city.
- The industry is in long-term and in the future will still have the growing
ability as well as growing conditions and a significant proportion of the GDP of
the entire economy of the city. Scale development of the sector also confirmed
the necessity of the industry is consistent with the objective demand trends are
the growth of the economy.
- As the industry generate large revenues to the budget, grow faster, create
a firm position and competitiveness, contribute actively to the process of
international integration.
- The industry went straight to the application of the achievements of
scientific and technological progress, in the direction of future technologies in
line with the trend of the times and the country have developed conditions.
- Is the export-oriented sector, import substitution.
3. Development goals
Develop industry priorities, key industries with high speed, continue to
play a dynamic role, decided role in the early development of the economy to
Can Tho match is the center of the key economic Mekong Delta region and by
2020, basically become a modern industrial city with specific targets are:
- Value of industrial production (1994) of the average growth in the period
2011 - 2015 is 18.71%, and the period 2016 to 2020 is 16.70%
- The industry structure of the economy in 2015 accounted for 41.24% and
42.75% in 2020.
4.The list of selected industries
On the basis of the concept and criteria of priority industries, key
industries, from the selection of the priority industry groups, key industries as
follows:

5. Scope and object support.
a. Range supporting

The industries in the city specified in the List of priority industries, key
industries in Can Tho city in the period 2012 - 2015, with a vision to 2020 of this
Decision.
b. Application objects
All enterprises, the production base of all economic sectors in the province
of Can Tho city in the field of manufacturing activities on the list of priority
industries, key industries.
6. Forms of supporting
a. Apply for industry priorities, key industries in the city specified in the
list of priority industries, key industries just mentioned above.
b. The enterprises of the industry priorities, key industries must have
industrial sales of priority products industry, key industry at least 50% of total
sales of industrial production business.
7. Other forms of support.
a. Implementation of development assistance as provided for in Article 2
of Decision No. 55/2007/QD-TTg April 23, 2007 of the Prime Minister
approving the list of priority industries, key industry spearhead in the period 2007
- 2010, with a vision to 2020 and a number of development policies.
b. Implementation of order of supporting for free product introduction for
enterprise as defined in Part II of Circular No. 03/2008/TT-BCT March 14, 2008
of the Ministry of Industry and Trade guiding a number of contents Decision No.
55/2007/QD-TTg April 23, 2007 of the Prime Minister.
Article 2.Organizations performing
1. Responsibility of the Department of Trade and Industry.
a. Responsibility to advise the City People's Committee.
- Develop and submit to the City People's Committee announced the list of
priority industries, key industries in the local on the basis of criteria defined in
Decision No. 55/2007/QD-TTg April 23 in 2007 of the Prime Minister and
included in the annual plan, 5 years to implement the provisions of Clause 2,
Article 3 of Decision No. 55/2007/QD-TTg April 23, 2007 of the Prime Minister;
- Submit to the People's Committee issued guidelines and procedures to
receive support from state agencies to local businesses as stipulated in Decision
No. 55/2007/QD-TTg April 23, 2007 ofPrime Minister and Circular 03/2008/TTBCT 14 January 3, 2008 of the Ministry of Industry and Trade;
- Prior to October 30 each year submit to the city People's Committee
approved and sent to the Ministry of Industry and Trade of the list of priority
industries, key industries in the area and proposed mechanisms and
corresponding incentives.
b. Responsibility for implementation:
- Make a list of manufacturers of industrial products priority, a key
industry of the local submit to People's Committee for approval as a basis for
support activities;

- Implement policies to support businesses in the area, including: free
introduce product on the website of the Department of Trade and Industry to
support product display at trade fairs and exhibitions of local ;
- Develop a mechanism to use budget support enterprises producing
industrial products priority, local key industrial production test (new products;
raw materials; auxiliary materials import substitution export) in order to improve
the technology, new equipment, advanced before the application into production
on an industrial scale;
- General on the implementation of Decision No. 55/2007/QD-TTg and
Circular reporting 03/2008/TT-BCT Ministry of Industry and Trade under 6
months and 01 years.
2. Responsibility of the concerned departments
a. Department of Science and Technology in collaboration with the
Department of Trade and Industry and the Ministry of Science and Technology
guidelines and implement procedures to support from the central budget for
research and development activities and environmental protection.
b. Department of Labor, War Invalids and Social Affairs in collaboration
with training institutions organize training for business employees; referral
organization, providing human resource expertise, high quality response labor
needs of the business.
c. Investment, Trade and Tourism Promotion Centre of Can Tho City in
collaboration with the Department of Trade and Industry settlement proposal is
supported exhibiting and introducing products at trade fairs and exhibitions for
enterprisespriority industrial products, a key industry in the national and local
fairs.
d. Department of Finance, Department of Natural Resources and
Environment, Department of Agriculture and Rural Development, the
Management Board of industrial and export processing zones and other
departments concerned, on the basis of functions, duties shall coordinate with the
Department of Trade and Industry to organize the support for business
development in the priority industries, key industry after the city people's
Committee for approval.
Article 3.This Decision takes effect from the date of signing.
Article 4. Chief of City People's Committee, the Director of the
Department: Trade and Industry, Natural Resources and Environment,
Construction, Science and Technology, Planning and Investment, Finance,
Transport, Agriculture and rural Development, Labour, War Invalids and Social
Affairs, Information and Communication; growth Committee of the export
Processing Zone and industrial Tho; Chairman of the district people's Committee;
organizations and individuals concerned shall implement this Decision. /.
