Public Service Company of Colorado, an Xcel Energy Company March 21, 2012 ACTION NEEDED: SHIPPERS, NOMINATING AGENTS, PLANT OPERATORS: IMPORTANT – READ THIS IN ITS ENTIRETY AND TAKE ACTION! Current reports show that Shippers are significantly over-nominated beginning Friday March 23rd based on the forecast for warming temperatures for the weekend and early next week. Planned bottom-hole testing in early April by CIG coupled with contractual obligations requiring us to reduce storage levels by mid-April means we cannot accept these overdeliveries by transportation customers. This means PSCo may be forced into issuing over-delivery OFO’s throughout this period if our forecasts indicate transportation shippers are over-nominating gas. YOUR ACTION NEEDED starting FRIDAY - March 23rd, 2012: Adjust nominations to reflect expected loads considering this unseasonable warm weather. Remember - reduce nominations over warmer weekends: check your data – what was your gas usage last weekend? Is the weather forecast for this weekend going to be warmer (current reports indicate that it will be)? What will that do to your loads? We have extremely limited ability to accept additional volumes for imbalance payback. If you owe gas for payback, schedule ONLY SMALL quantities exceeding your expected load during this period. We will evaluate nominations on an on-going basis and take additional steps, which may include issuing an over-delivery OFO if necessary.
