Warm Weather Warning: Over-delivery: Public Service Company of Colorado, an Xcel Energy Company March 16, 2015 IMPORTANT INFORMATION – PLEASE READ THIS ENTIRE MESSAGE: Unseasonably warm weather is forecast for an extended period beginning this week, with long term projections indicating potential for a warmer-than-normal spring. This, coupled with the annual end-of-season storage withdrawals currently in progress limits our ability to absorb over-deliveries during warmer periods. This limitation is expected to last through mid-May, which is the end of the annual contracted storage. Please consider this when purchasing your April and May baseload volumes. Shippers – please take greater care to balance supplies with load to reduce the likelihood of cashout penalties or triggering an over OR under-delivery OFO, both of which are historically more likely during the spring with the reduced flexibility in upstream storage. Also, be alert to Colorado Interstate Gas Strained Operating Conditions, which can also trigger OFOs. TO DO: Unseasonably Warm weather: avoid over-deliveries: We cannot absorb significant over-deliveries during warm periods – particularly those falling on weekends when loads are diminished. When these are forecast, reduce nominations to avoid over-deliveries. Don’t provide extra payback gas during these days, as we won’t have storage injection or sufficient gas loads to absorb the over-delivery. Unseasonably Cold weather: avoid under-deliveries: We cannot cover under-deliveries during unseasonably cold day(s). When these are forecast, avoid the rush on supplies and take action early to schedule additional volumes to cover your flowing gas needs. Don’t count on pulling gas from an imbalance bank, as we may not have sufficient gas to cover your shortage on those days. As I’ve stated before, we do understand that managing nominations and imbalances can be challenging during the spring shoulder months as storage and our daily balancing flexibility is reduced.
