Typhoon MATSA Emergency Response and Disposal Report Report by Central Emergency Operation Center August 4, 2005 - Updated 17:00 (Report 1-1) 1. Summary of Typhoon MATSA At 16:15 on August 4, 2005, the center of Typhoon MATSA, with 250 km radius of winds over 15m/s, was located at 290 kilometers southeast from Yilang County, moving northwest north at a speed of 14 kilometers per hour. The warning land areas include Yilang, Keelung, Taipei, Taoyuan, and Hsichu about the strong gust and heavy rainfall. The warning sea area includes northern, northeast, and southeast part of Taiwan. All the fishing operation in Taiwan Strait and Bashi Strait should take serious precautions. 2. Instructions and Suggestion by the Ministers in the 3rd work report (1) According to the weather watch from Central Weather Bureau, the rainfall would be concentrated in the northern areas above Mioli. At the present time, the peak rainfall intensity had reach 103 mm/hr, this trend could endanger Wufong and Jianshih Townships, Hsichu County. The agencies of ministries had been mobilized for disaster reduction and emergency response immediately; these positive reactions do show the resolution for disaster preparation by all government sectors. Each emergency operation response units should keep contact with Emergency Operation Center in central and local governments for constantly updating the latest situation by documents. 1 (2) The keys of issues for mass media on the pre-caution of typhoon as follow: 1. As Council of Agriculture alarms the mudflow warning by media, the residents should conduction evacuation promptly. And the local government ought to perform the evacuation order strictly and activate shelters for accommodation. 2. The general public should be persuaded from the unnecessary outdoors activates such as climbing, fishing, tide watching etc, especially in the declared warning areas. (3) For the rapid response of pumping deployment, a systematic and unified mechanism could be performed by simplifying the administrative procedures for supporting the most demanding areas. (4) Department of Social Affairs would accommodate the residents of aboriginal tribes and potential inundation areas, and prepare the food reservation for 3 to 7days. (5) Council of Indigenous People should inform townships in Hsinchu mountain region to prepare evacuation in the response to the mudflow warning by Council of Agriculture, and test satellite communication. (6) The rainfall would be mostly concentrated in the mountainous areas that could worsen the water quality in Shimen Reservoir. The related agencies should prepare every precaution. (7) The damage and disruption of telecommunication, electricity supply, and tap water supply should be restored in time. (8) Some visitors still reside in Lyudao and Lanyu Islands. Tourism Bureau should persuade visitors to leave earlier. (9) Assessment Group should intensify the analysis of risk potential areas, and inform the emergency countermeasures. 2 operation centers to prepare (10) Department of Health should clean and sterilize surroundings in order to prevent infectious disease. (11) Water Resources Agency, with Construction and Planning Agency, strengthen urging local government for cleaning sewers and rivers. (12) Although Typhoon MATSA would not attack Taiwan directly, all the agencies should strengthen every prevention measures. (13) National Fire Agency should inform every local fire agencies should prepare equipments for disaster reduction. 3. (4) Notification of Mountain-Climbing Activity (Source from National Police Agency, Ministry of the Interior) Entrance to mountain-climbing areas north of Hsichu County/City has been prohibited, and has contacted 121 cases and 812 individuals 3 successfully. Due to communication problems, 1 case and 3 individuals in Hualian County still have not been able to contact. Air Transportation Due to large wind shear, flights number 291 and 292 of Mandarin Airline have been cancelled in Heng-Chun airport but the rest of the flights were normal. 2. Sea Transportation Sea transportations in the Kaohsiung, Keelung and Taichung harbors have been operating normally. Services for passenger transportation for islands off Taitung that belongs to the operation of Haulian harbor have been suspended. 3.
