Summary of Typhoon TALIM At 06:00 on September 1st , 2005, the center of Typhoon TALIM, with 250 km radius of wind speed over 15m/s (and 100 km radius of winds over 25 m/s), was located at 10 kilometers Northeast from Hualien, moving northwest at a speed of 20 kilometers per hour. The land warning area includes all parts of Taiwan (including Lanyu and Green Island), Peng-Hu, Jinmen and Matzu about the strong gust and heavy rainfall. All the fishing operation in the Taiwan area should take serious precautions. 2. Emergency Response and Countermeasures (1) Activation of Emergency Response Centers in Counties / Cities Disaster response centers in all cities/counties and 4 coastal Fire Agency teams have been activated as first degree.
