Chapter Mission:
The fundamental mission of a Chapter is to create a rich membership experience consisting
of, at a minimum, professional networking, mentoring, professional development and other
social benefits through local activities, and by creating volunteering opportunities for members
who wish to make a contribution of their time and skills in support this mission.
Position Summary:
The Chapter Treasurer is responsible for managing and reporting on the Chapter’s finances.
This includes ensuring that Chapter revenues and expenses are properly recorded and
approved, and that monthly or quarterly financial statements are prepared and presented to
the Chapter Board of Directors for their information. Also plays a key role in ensuring that an
annual budget has been approved by the Chapter Board of Directors in advance of each fiscal
year. The Chapter Treasurer also ensures that year-end financial statements are compiled and
appropriately reviewed (according to HRPA thresholds), and presented to the Chapter Board
of Directors for approval, prior to presentation to the Chapter membership.
Requirements:
Must be a designated HRPA member in good standing. Must be financially literate, with an
attention to detail, and demonstrate timeliness in completing tasks. Must maintain neat and
accurate record keeping, and demonstrate a willingness to ask questions. An understanding
of, or experience in, compiling financial statements and budget development is helpful and
recommended. Must be able to attend one Board meeting each month, at least one Chapter
event annually as well as the Annual Member Meeting, and spend at minimum 2-3 hours
compiling and reviewing financials and be available as required for ad hoc calls and
correspondence. In accordance with HRPA’s Chapter Operating Terms this position may be
an External Director, which means a director appointed to the Board (based on Board size)
who fulfills a required competency gap.
The time commitment will vary according to the size of the chapter, the extent of activities
being reported on, the type of annual financial review required of the Chapter, etc.
Reports to:
The Chapter Treasurer is elected by the voting members of the Chapter, reports to the
Chapter Board of Directors, the Chapter President and is accountable to all members of the
Chapter.
Responsibilities:
 As a member of the Chapter Board of Directors, must take part in the discussion of, and
participate in, all financial-related items of the Chapter;
 Ensures that all HRPA financial policies are being followed;
 Maintains all bank and investment accounts in the name of the Chapter. Ensures that
excess funds are invested wisely, and only in low-risk instruments (GIC’s);
 Oversees all financial transactions, and verifies funds received from HRPA according to
the Chapter Management Centre (CMC) online chapter dues report and chapter events
report (if applicable);
 Ensures timely receipt, payment, and safeguarding of all funds for the Chapter in the
capacity of the trustee and financial agent;









Analyzes and reports on the financial position and operating results of the Chapter, either
monthly or quarterly as necessary; monitors and reports on progress to budget, and
identifies possible financial concerns and brings such matters to the attention of the Board
for action, i.e. collection of outstanding monies; actual-to-budget expense variances, etc.;
Ensures that funds are disbursed according to approved HRPA policies, and that such
disbursements are for normal and budgeted business items only, unless the Chapter’s
Board of Directors directs and approves otherwise;
Ensures that financial information for the Chapter is provided to an external auditor (if
applicable), or other independent reviewer, for the purpose of completing the annual
financial statements for approval by the Chapter Board of Directors, and presentation and
acceptance by the members at the Chapter Annual Member Meeting. This must occur
within six months after each year-end;
As a financial advisor of the Chapter, assesses the financial implications of proposed
actions by the Board of Directors, including risk assessment of actions, and provides
recommendations to the Board prior to final decisions being made;
Plays a key role in the development of the annual budget for the Chapter, including
budgets for the Board and all Committees;
Ensures that all financial records, including the online CMC chapter dues and chapter
events reports, and audit trails are securely maintained during the Treasurer’s term, and
that these are transitioned over in a timely manner to the next Treasurer;
Ensures that the Chapter complies with any regulatory related matters, including, if
applicable, HST remittances, not-for-profit return, etc.;
Ensures that banking records are up-to-date and that the bank is notified on a timely basis
of any changes in signatories;
Chairs the finance committee, if one exists.
