JOB DESCRIPTION/COMMITTEE JOB TITLE: TREASURER COMMITTEE RESPONSIBILITY: FINANCIAL COMMITTEE (FUNDRAISING AND SCHOLARSHIPS) ISSUE DATE: 9/94 REVISION DATE: 5/95 / 3/11 JOB REPORTS TO: BOARD OF DIRECTORS ACCOUNTABILITY STANDARDS: The Treasurer receives, disburses, manages and accounts for the funds, assets, and securities of the Association as directed by the Board of Directors. The Treasurer works with the Board of Directors to promote financial stability. The treasurer shall be custodian of all monies of the Component and the Tax Exempt number which can be shared with the Districts for business and educational purposes. PREREQUISITES: 1. 2. Has been active at the District and/or component level at least one year. Agrees to a two year commitment and consents to serve the following year as a committee member/ resource person. SPECIFIC JOB DUTIES/RESPONSIBILITIES: 1. 2. 3. 4. 5. 6. 7. 8. 9. Prepares and submits an annual budget to the Board of Directors for approval, recommending: a. Monies for scholarships and other financial awards. b. Financial assistance for RMPANA Representatives to attend ASPAN Representative Assembly and Leadership Development Institute. c. Registration fee for the President to attend Retreat in The Rockies. d. Annual RMPANA dues, possibly investing of reserve funds, and fund-raisers needed to supplement treasury. Requests from all chairpersons a projected budget to be submitted for the following year’s budget. Assists officers and chairpersons with proper reimbursement proceedings. Monitors compliance with budget on an ongoing basis. Obtains from the bank a Certificate of Authority (check signing authorization) at transfer of responsibility. Fills out the form appropriately and returns it to the bank. It is recommended that there be two individuals who have authority to sign checks, the treasurer and president or another appointed Board member. Collects and deposits monies from workshops and fund-raisers. Pays all organizational bills. Enters all credits and debits in the Accounting program to cause and purpose. REVIEWED Arranges and is present for an audit of the Association's books at transfer of responsibility or every two years. Receives monies from ASPAN for RMPANA membership. Records, and distributes 40% of the dues to the appropriate District Treasurer, with membership listings. Reviews member scholarship applications and with approval by the committee or president, awards monies based on accrued points and dollar amount assigned per point as decided by Board/committee or policy. Awards nursing scholarship monies to individuals as chosen by the education or board selected committee. As a member of the Education Committee, provides assistance before and during seminars by: a. Paying and/or reimbursing all conference expenses per budget. b. Providing a financial statement of Income and Expenses for each workshop and submitting to the Education Committee Chairperson and Board of Directors. c. Assisting District treasurers with co-sponsored seminars. Submits filing fee to the State of CO by March and submits the federal tax documents by June as required to maintain tax exempt status. Reviews current balance sheet and income statement at all Board of Directors’ meetings. Submits a report or article to the Editor of the Air Exchange for Edition. Obtains reports of financial activity from the Districts using the same tax exempt number to include any interest earned for the year. Keeps all records, bank statements, and receipts on file for seven (7) years. Requests Board of Directors’ permission to shred older files. Collects receipts and Expense Reimbursement/Extended Funding Forms within 30 days of event before making any reimbursements. The treasurer will consult with the President prior to making payments. Submits a mid and year-end report to the President on activities of the fund raising and scholarship committees, to include a projected budget for the following year.
