Summary: The Executive Director is the chief executive and administrative officer for
the Crisis Shelter. S/he will develop, recommend and implement plans, policies and
strategies that further the mission and ensure that the Crisis Shelter has the resources
necessary to meet the needs of those it serves through private and public funding. The
ED is accountable for all programs and services and is the chief liaison with the
community, private and public funders and external agencies.
Essential duties and responsibilities include the following.
Fundraising:
Develop increased private support and broadened public funding to provide adequate
resources for existing programs and to fund new programs identified in the strategic
plan. Work with the Board to build and strengthen the annual campaign, corporate and
foundation gifts, events and planned giving efforts. Organize and execute a capital
campaign.
Fiscal Management:
Works with the Assistant Director and the Bookkeeper to maintain a sound financial
system and effective budget.
Strategic Planning:
Develop and implement short and long term organizational strategies that take into
account shifting environments and other providers to respond to the needs of victims of
domestic violence, sexual abuse and rape. Ensure the ongoing success of the
organization.
Public Relations:
Develop and maintain a close and positive collaborative partnership with city, county
and state community service organizations. Develop positive working relationships
with local, regional, state and national political figures. Participate in community
activities to develop opportunities to ascertain needs, serve clients, and promote agency
goals. Continue and embellish relationships with state agencies such as PCAR and
PCADV. Represents the Board as a delegate at state meetings.
Interaction with the Board:
Recommends strategy to the Board to assist in formulating policy. Provides reports
and organizational objectives, budget and financial resources, operations, morale and
competence of employees, and client satisfaction. Informs the Board on relationships
with outside agencies, funders, courts and community.
Operations:
Works with the Assistant Director to ensure compliance with professional and
governmental regulations. Ensures quality management and compliance systems for
all programs and services. Ensures appropriate staffing to provide programs and stay
within budget constraints.
Human Resources:
Ensures quality management of all programs and services. Ensures development of
an effective management team. Ensures adherence to equitable employee relations
policies.
Collaborative Management:
Encourages integration of programs and services and procedures to promote
communication, including appropriate input and feedback for all levels of staff.
Attends minimum 20 hours of continuing education regarding victims of crime on a
yearly basis, (8 hours domestic violence, 6 hours sexual assault, and 10 hours
comprehensive)
Other duties may be assigned.
Supervisory Responsibilities: Directly supervises Assistant Director, Bookkeeper,
Victim Service Supervisor, Volunteer, Outreach and Education Supervisor. Supervises
all staff indirectly. Confers with staff and disseminates written materials to inform
staff of current developments.
Education and/or Experience: Fifth year college or university program certificate;
or two to four years of related experience and/or training; or equivalent combination of
education and experience.
Language Skills: Ability to read, analyze, and interpret the most complex documents.
Ability to respond effectively to the most sensitive inquires and complaints. Ability to
write speeches and articles using original or innovative techniques or style. Ability to
make effective and persuasive speeches and presentations on controversial or complex
topics to top management, public groups, and or board of directors. Excellent oral and
written communication skills. Experienced in public speaking
Mathematical Skills: Ability to apply concepts such as fractions, percentages, ratios,
and proportions to practical situations.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw
valid conclusions. Ability to deal with several abstract variables.
Computer Skills: Basic computer skills necessary.
Certificates, Licenses, Registrations:
Ability to obtain Act 33/34 clearances.
Valid driver's license or access to reliable transportation.
Must complete 80 hours of counselor/advocate training within 6 months of
employment.

Physical Demands: While performing the duties of this job, the employee is regularly
required to talk or hear. The employee frequently is required to stand and sit. The
employee is occasionally required to walk; use hands and fingers, handle or feel; reach
with hands and arms; climb and stoop, kneel, crouch, or crawl. The employee must
frequently lift and/or move up to 10 pounds and occasionally lift and or move up to 25
pounds.
Work Environment: The noise level in the work environment is usually moderate.
