About Investment Management
Investment Logic Mapping (ILM) facilitates your thinking through a collection of simple, common sense ideas
and practises that help direct an organisation to direct resources to deliver the best outcomes.
The standard has been evolving since 2004 as a response to investment practices that were increasingly
complex but failed to focus on the real need for an investment or the benefits that would be delivered. Its uses
have expanded to the point that it is now a system that can support the primary investment decision-making
functions of any organisation on multiple levels, from a decision about a single investment initiative to wholeof-organisation decisions that refocus the organisation’s direction. For more information on how IMS can be
used to aid your organisation go to www.dtf.vic.gov/investmentmanagement.
In New Zealand the use of ILMs for high cost (over $25m whole of life) and high risk Government sector capital
business cases was mandated by the New Zealand Treasury in August 2010. The Treasury also recommends the use of
ILM for smaller and lower risk investments. Further information on the Better Business Cases for Capital Proposals
guidance can be found at: www.infrastructure.govt.nz/publications/betterbusinesscases.
Progressively more corporate are also utilising ILMs to help guide their investment decisions.
About the workshops
Several (usually two to four) two hour workshops result in the development of an Investment Logic Map, Strategic
Options Analysis, Investment Concept Brief and Benefits Management Plan. In facilitating these workshops, RML
Consulting complies with the current requirements and practices for the Investment Management Standard of the
Department of Treasury and Finance (Victoria, Australia). For further information on the Investment Management
Standard please refer to: www.dtf.vic.gov.au/CA25713E0002EF43/pages/investment-management-home
At the heart of each of these two hour workshops is a commitment to intelligent, challenging discussion with a
focus on strategic, evidence-based decisions about investments. The discussion and outputs validate that:

Investment proposals are clear, compelling and evidence-based

Benefits are clearly articulated and how they will be measured understood early

Interventions are strategic, realistic and feasible

Solutions are robust and smart and there is a clear understanding of the scope of the solution that is
likely to be required to respond to the business need and produce the benefits that are sought.
While size and complexity are key factors in determining how many workshops will be needed, all discussion of
initiative-level investment will be required to follow the same line of enquiry as they develop their respective
stories. Some investments will only require a single workshop, whereas others may need up to four
workshops. In the case of an investment only requiring a single workshop, each line of enquiry is covered but
in a faster and less rigorous manner, producing an ILM.
Very large of complex investments will require up to four workshops, producing four documents that are key
to a business case. Small investments may be able to complete the investment story in just one discussion and
would only result in an ILM.
Facility Requirements
A suitable room with an electronic (printing) whiteboard is required for all workshops.
