Standard Operating Procedure (SOP) Student Representative Council (SRC) Treasurer 1. Treasury Portfolio a. Extra-curricular (ECA) financial funding i. Allocation of funds to clubs and societies enlisted under ECA ii. Organize the Board of Chairmen Meetings (twice a year) iii. To meet with Treasurers (or any club representative) regarding upcoming event (that requires SRC funding) for budget discussion and allocation iv. To meet with Treasurers or representatives from ad-hoc committees for non-ECA events: IMU Ball, IMU Cup, batch events, Malaysian Studies Project etc v. To meet up post-event to release the funds agreed beforehand vi. To liaise with Students Services Department (SSD) and meet once a month to discuss on fund distribution for any event held in IMU and also to discuss issues regarding funding from SSD to SRC (e.g. Loans) b. Petty Cash (Cash in hand) i. Allocation of petty cash to clubs and societies c. Loans and Sponsorships i. Approve loans and sponsorships to certain student-driven events, as when appropriate depending on the SRC Account balance 2. Budgeting and expenditure for the whole SRC term a. b. c. d. 3. Allocation of funds for annual events (e.g. Halloween Night, IMU Cup, etc.) Anticipation of loans and sponsorships Operating Fees for SRC activities/operations Expenditure for the maintenance of resources and subsidy for formal SRC meetings Banks a. Ensure the change of signatory bearer at the beginning of each council term b. Be responsible for all dealings with the bank c. Be responsible for the cheque books at all times. The President or Secretary may assume responsibility in lieu of the absence of the SRC Treasurer 4. Meeting with External Auditor a. To meet with the appointed auditor to audit the SRC documentation b. To complete the monthly accounts of SRC, including expenditure, loans, loan returns, income and bank reconciliations. c. To liaise with SRC Secretary to ensure that all council minutes are available for audit purposes 5. Student Development Committee (SDC) a. Treasurer to act as the head of the committee which consists of Social Concerns, Sports and Cultural-Religious Representatives of SRC, and is responsible for all operations of clubs, societies and their Rules and Regulations (and/or Constitutions), and receives advice from Manager of SSD and the Council President b. Clubs and Societies Regulations/Constitutions must be kept up to date through constant updating, addition of new regulation, deletion of outdated regulations by the SRC Treasurer and the other committee members. c. Treasurer to call for monthly SDC meeting with relevant SRC members. 6. IMU Orientations for new students a. Treasurer to meet with the President and Treasurer of each Orientation Committee at least one month prior to the Orientation Week or Registration Day of the new intake. b. Meet treasurers of Orientation Committees post-orientations in order to receive any financial balance attributable to the orientation events, following which the balance received will be used towards funding student-driven activities/events of the year.
