Job Description Job Title: Department: Role reports to: (Manager’s Job Title - tbc) Job Description author: Job Number (HR use) Resource Management Advisor – HWRC sites & Trade Waste Wales Team Manager – Collaborative Change Programme Dick Perry/Paul Jones 844 Job purpose - overview To provide technical advice on services, in particular trade/commercial waste and HWRC sites. To develop information and evidence to inform decision making and define good practice with a particular focus on cost and performance data. To work with your manager and other team members to plan, manage and execute a portfolio of projects to provide advice and support to local authorities to help them achieve strategic and service objectives in pursuance of the targets of Welsh Government strategy. Core accountabilities 1. Define, manage and deliver a range of advisory projects designed to improve the design, delivery, cost-effectiveness and performance of waste and recycling services provided by local authorities. 2. Provide advice directly to local authorities on strategic approaches to, and technical aspects of, trade/commercial waste and recycling collections and the design and operation of HWRC sites. 3. Support local authorities and team members with performance and financial modelling and data analysis work, utilising WRAP tools where appropriate. 4. Manage the input of contractors where appropriate, ensuring that advice provided is up to date, accurate and delivered within agreed timescales and budget. 5. Where contractors are identified and tasked to assist with the delivery of projects and support, define the input required from the contractors and manage the input from contractors, ensuring that the advice provided is appropriate, up to date, and is delivered within agreed timescales and budget 6. Manage or contribute to projects to inform the advice WRAP provides to local authorities; this may include research studies, good practice guides and case studies, field based trials to obtain operational data and equipment/technology reviews. 7. Provide progress reports and forecasts as required by your manager to inform monthly and quarterly reporting on the programme. 8. Develop technical expertise in areas relevant to the work of the Programme, respond to requests from colleagues, keep abreast of developments in these areas and bring such to the attention of colleagues. 9. Maintain awareness and knowledge of initiatives across WRAP and developments across the waste and recycling sector that have relevance to the collection and processing of waste and recyclables. 10. Contribute to disseminating the results and outputs from WRAP commissioned studies by speaking at external events and by facilitating and presenting at WRAP organised dissemination events and workshops. 11. Travel, as necessary to locations within the UK. Occasionally spend time away from home overnight as and when projects require 12. Undertake other appropriate duties as may be determined from time to time by your manager.
