Job Description Job Title: Department: Role reports to: (Manager’s Job Title) Job Description author: Job Number (HR use): Operations Advisor Wales Team Manager – Collaborative Change Programme Dick Perry 845 Job purpose - overview To work with your Manager and other team members to plan, manage and execute a portfolio of projects that provide advice and support to local authorities to help them achieve strategic and service objectives related to improving recycling and reducing waste; in particular, to provide specialist advice and support on operational matters and on the implementation of new services and service changes. This position is likely to involve working with Local Authorities throughout Wales which will necessitate spending time away from home. Core accountabilities 1. Scope, manage and deliver a range of support projects to implement improvements in the design, delivery, cost effectiveness and performance of waste collection and recycling services provided by local authorities. 2. Provide advice directly to local authorities on collection and recycling service options, service enhancements, efficiency improvements and mobilising service changes, assuming responsibility for implementation programmes and service mobilisation where required. This will require spending periods of time based at local authority depots and working closely with operational staff. 3. Support and advise other team members on service operational and implementation aspects of their projects 4. Where contractors are appointed to assist with the delivery of WRAP projects/support, define the input required from the contractors and manage that input, ensuring that the advice provided is appropriate, up to date, and is delivered within agreed timescales and budget. 5. Manage or contribute to projects to inform the advice WRAP provides to local authorities; this may include research studies, good practice guides and case studies, field based trials to obtain operational data, and equipment/technology reviews. 6. Provide progress reports and expenditure forecasts for projects as required by your manager to inform monthly and quarterly reporting on the programme. 7. Develop technical expertise in areas relevant to the work of the Programme, respond to requests from colleagues, keep abreast of developments in these areas and bring such to the attention of colleagues. 8. Maintain awareness and knowledge of initiatives across WRAP and developments across the waste and recycling sector that have relevance to the collection and processing of waste and recyclables. 9. Contribute to disseminating the results and outputs from your work and from WRAP commissioned studies by participating in external events and workshops. 10. Travel, as necessary to locations within the UK. It is likely that this post will, from time to time, require the post holder to spend some significant periods of time away from home overnight 11. Demonstrable experience of implementing significant service changes and in mobilising new contracts for collection and recycling services. Demonstrable experience of working with or for the public sector, in particular local government.
