JOB DESCRIPTION JOB TITLE: Recycling & Waste Collections Adviser LOCATION: England (either office based in Banbury or remote) DEPARTMENT: Closed Loop Economy REPORTS TO: Programme Area Manager – Business & Household Collections, Collections & Quality Programme MANAGEMENT RESPONSIBILITY: None JOB PURPOSE The post holder is responsible for the coordination, direction, implementation and completion of a portfolio of projects to deliver advice to local authorities and other organisations in England on the collection and recycling of household and business waste, and for managing and contributing to projects which research and define good practice. The post holder executes advisory and other projects consistent with company strategy, objectives and commitments. MAIN FUNCTIONS 1. Responsible for managing a range of advisory and other projects that contribute to Collections & Quality and WRAP business plan targets. 2. Provide advice directly to local authorities and other organisations selected to receive advice from WRAP. This will require defining and delivering individual advisory projects to help local authorities / organisations achieve strategic and service level objectives related to improving recycling and composting and reducing waste. Advice should be delivered within agreed timescales in a format that best meets the authorities’ needs and be up to date, relevant and reflect current good practice. 3. Where consultants are identified and tasked to assist with the delivery of advice, define the input required from the consultants in consultation with the local authority receiving the advice and manage the consultants, ensuring that the advice provided is appropriate, up to date, consistent with relevant WRAP guidance and is delivered within agreed timescales and budget. 4. Keep the Project Support Officer informed of the status of all advisory projects including providing feedback and information when requested to assist with assessing the impact of the advice provided. Ensure that records in the Collections Database are kept up to date. JD 8 June 2012 LC 5. Manage and/or contribute to projects to inform the advice WRAP provides on collection and recycling of household and business wastes. This may include research studies, development of models, preparation of good practice guides and case studies, field based work to obtain operational data and equipment/technology reviews. Where it is identified that reports will be published, ensure reports of publishable quality are produced. 6. Work in conjunction with others in the Collections & Quality Team and other WRAP programmes on related activities as directed by the Programme Area Manager Business & Household Collections or Head of Programme. 7. For all allocated projects, manage, within the relevant processes, all aspects of project development, initiation, delivery (including the appointment of consultants as required), reporting, closure and archiving. 8. Provide progress reports and expenditure forecasts for individual projects to inform monthly and quarterly reporting on the programme. 9. Develop technical expertise in one or more areas relevant to the work of the Team, respond to requests from colleagues, keep abreast of developments in these areas and bring such to the attention of colleagues. 10. Act as an ambassador for WRAP by developing good working relationships with councils and other key stakeholders. Actively promote the support available from WRAP to local authorities and make them aware of training and other events of relevance to them. 11. Maintain awareness and knowledge of initiatives across WRAP and developments across the waste and recycling sector that have relevance to the collection and processing of waste and recyclables. 12. Ensure that good practice and the outputs of WRAP commissioned research/studies is disseminated to local authorities and assist with facilitating and presenting at WRAP organised dissemination events and workshops. This may involve acting as a tutor on WRAP training courses. 13. Travel, as necessary, throughout England, to the Head Office in Banbury and other locations within the UK. Occasionally spend time away from home overnight as and when required. 14. Undertake other appropriate duties as may be determined from time to time by the Manager Business & Household Collections or Head of Programme.
