Job Description Job details Job Title: Department: Role reports to: (Managers Job Title) Job Description author: Date: Location: HR Number (HR use): Recycling & Waste Collections Advisor Marcus Gover LA Support Manager, England Sue Reed April 2014 Banbury (with travel) or home-based 606 Job purpose - overview To work with the LA Support Manager England to plan, manage and execute a portfolio of projects to develop information and advice to local authorities and other service providers to inform the design and delivery of recycling and waste collection services, and to manage and contribute to projects which research and define good practice. Core accountabilities 1. Accountable for managing a range of advisory and other projects that contribute to increasing the provision and performance of household waste and recycling services in England. 2. Engage with Local Authorities to ascertain the appetite at a local and regional level for the development of collection services that will contribute to the delivery of the Waste Framework Directive targets and to work with individual or groups of local authorities to scope projects that will support this development. 3. Provide advice directly to local authorities providing collection services. This will require defining and delivering projects to help organisations achieve strategic and service level objectives relating to improving recycling and diversion of waste from landfill. 4. Manage and/or contribute to projects to inform the advice WRAP provides on the collection and recycling of waste and the development of good practice. This may include research studies, development of models, preparation of good practice guidance and case studies, field based work to obtain operational data and equipment/technology reviews. Where it is identified that reports will be published, ensure reports of publishable quality are produced. 5. Contribute to work to identify and review opportunities for increasing national recycling performance to contribute to Waste Framework Directive targets. 6. Determine the requirement for external contractors to assist with project delivery; follow WRAP procedures to appoint external contractors where a need is identified and manage the input from contractors, ensuring that the advice provided is appropriate, up to date, and is delivered within agreed timescales and budget. 7. Work in conjunction with others in the Resource Management Team and nation delivery teams on related activities as directed by the LA Support Manager or Head of Programme. 8. Use WRAP project management tools and apply good practices in the execution and management of projects. 9. Provide progress reports and expenditure forecasts for projects as required by the LA Support Manager or Head of Programme to inform monthly and quarterly reporting on the programme. 10. Develop technical expertise in areas relevant to the work of the Programme, respond to requests from colleagues, keep abreast of developments in these areas and bring such to the attention of colleagues. 11. Develop good working relationships with organisations supported by WRAP and act as an ambassador for WRAP. This may involve some key account functions with key stakeholders to develop relationships and promote the resources available from WRAP. 12. Maintain awareness and knowledge of initiatives across WRAP and developments across the waste and recycling sector that have relevance to the collection and processing of waste and recyclables. 13. Contribute to disseminating the results and outputs from WRAP commissioned studies by speaking at external events and by facilitating and presenting at WRAP organised dissemination events and workshops. 14. Travel, as necessary to locations within the UK. Occasionally spend time away from home overnight as and when projects require. 15. Undertake other appropriate duties as may be determined from time to time by the LA Support Manager or Head of Programme. Job essentials Operational management experience in planning and delivering household residual waste and recycling collection services (dry and/or organics). If no direct operational experience then must be able to demonstrate relevant operational awareness. Experience of working with or for the public sector. Must be able to demonstrate an understanding of local authority structures and processes. Good knowledge of the range of collection, recycling and sorting systems in operation and the relevant policy and legislative context. Experience of managing discrete projects. Experience of writing reports or other publications. Confident presenter and communicator. Educated to degree level or hold relevant equivalent professional qualification/ experience.
