The officer located the subject at a residence that has been the cause of habitual citizen complaints. The officer placed the male subject under arrest and cited an adult female at the location for allowing her dog to run loose While on a traffic stop for traffic violations in Stallion Springs, an SSPD officer placed the adult female driver under arrest for an outstanding warrant out of Los Angeles and for driving under a suspended driver’s license. She was then transported to the Mojave jail for booking During a vehicle code violation investigation in Stallion Springs, an SSPD officer discovered that the drivers California driver’s license was suspended. The driver was cited for the violation, as well as for no-proof of insurance SSPD officers conducted a probation search at 17660 Arlington Place, in Stallion Springs. During the investigation, officers discovered three bags of suspected methamphetamine and methamphetamine smoking paraphernalia, as well as approximately 80 grams of marijuana. Suspected stolen property including credit cards was discovered at the residence as well. Adult subjects Michael Perez and Nicole Richardson were placed under arrest for possession of methamphetamine, possession of used methamphetamine smoking paraphernalia, and possession of marijuana over 28.5 grams. A child protective services investigation was initiated by the officers as well An SSPD officer began an internet fraud investigation for the victim, a Stallion Springs resident. The victim was defrauded out of approximately $25,000 during online purchases. The investigation is ongoing An SSPD officer began a stolen vehicle license plate investigation for a Stallion Springs resident, who believed that the plates were stolen while visiting Bakersfield. The investigation is ongoing Page |2 An SSPD officer began a telephone phishing scam investigation in which a Stallion Springs resident was the intended victim. During the investigation, the officer revealed that the call had originated from a prison, and that an inmate was attempting to gain the victims credit card information by encouraging the victim to accept a collect call. If the victim would have provided the credit card number by utilizing the keypad, then any call the inmate made after that point would have been paid for through the victim’s credit card. The SSPD officer provided a press release regarding this scam to protect other citizens An SSPD officer began a trespassing and possible poaching investigation for a Stallion Springs ranch owner. The officer located the possible suspects and forwarded the completed investigation to the Department of California Fish and Wildlife Department Sergeant Gary Crowell and Officer Craig Rinehart received a Stallion Springs Police Department Class D Commendation for the following multi-arrest: On February 26th, 2014, Sergeant Gary Crowell and Officer Craig Rinehart took the initiative and performed a probation search at 17660 Arlington Place, in Stallion Springs. The Stallion Springs Police Department (SSPD) has received countless complaints from the neighbors of this residence for loud disturbances, loose and vicious Pit-bull dogs, possible narcotics activity and filthy conditions. The SSPD has had numerous contacts and arrests at the residence, including these recent incidents: 1. On 2/24/14, we received a radio call of a disturbance at the residence and contacted registered sex offender and convicted attempt rapist SHALAMAR FIELDS 2. On 10/8/13, we arrested registered sex offender and convicted kidnapping for ransom with intent to commit rape subject ROLAND FRANKLIN at the residence On the date of this commendable incident, the officers detained four adult subjects and began an exhaustive and methodical search of the probationary subject’s bedroom. Due to their keen observational skills and tenacity, Sergeant Gary Crowell and Officer Craig Rinehart discovered three bags of methamphetamine, methamphetamine smoking paraphernalia, suspected stolen property including credit cards, and approximately 80 grams of marijuana. This was all accomplished while searching through a filthy and highly unsanitary bedroom. The officers then performed detailed interviews of the subjects and subsequently placed Michael Perez and Nicole Richardson under arrest. After working many long hours, the officers then transported both subjects to Bakersfield for booking and then returned to Stallion Springs at approximately 0230 hours. Due to his high level of commitment, Sergeant Gary Crowell then went on-call for the community of Stallion Springs. Unfortunately, he wasn’t able to rest long, as he received a priority call at approximately 0530 hours, and went back on-duty. Both officers then spent the following day, while on their scheduled days off, completing the multi-2 arrest report. Sergeant Gary Crowell and Officer Craig Rinehart are to be highly commended for their initiative, keen observational skills, tenacity, and dedication to duty. They displayed the highest of work ethics, and lived up to section one of the Stallion Springs Police Department Mission Statement, to “Relentlessly seek out and apprehend criminals”. Chief Mike Grant successfully graduated from the California Peace Officers Standards and Training Executive Development Course Page |3 An SSPD officer responded to a in the City of Tehachapi regarding a man walking into Tehachapi Hospital armed with a rifle. The officer assisted TPD in an exhaustive foot search for the suspect and the weapon. The subject was then located and taken into custody While on patrol in Stallion Springs, SSPD officers discovered a residence to be unsecure, with the front door open. Officers cleared and secured the home for the homeowners who were away An SSPD officer issued a Trespass Warnings to two adult subjects to protect the property of a Stallion Springs resident. Both subject were from Bakersfield An SSPD officer was on-call and off-duty when he received a call of a suicidal male juvenile possibly slashing his wrists with a knife. The call went on to state that the juvenile had locked himself in restroom in his residence. The officer responded, located the juvenile, and began a mental health investigation SSPD officers received juvenile sexual assault interview training at the Jess Diamond Center in Bakersfield An SSPD officer assisted a past crime victim in Stallion Springs by utilizing state resources to seek compensations for the victims financial loss SSPD officers kept the peace during a family dispute in Stallion Springs and stood by while both parties collected personal belongings and separated An SSPD officer responded to a call at the Stallion Springs Chevron regarding a check fraud investigation. Officers located the suspects and at the request of the victim, motivated the suspects to settle their accounts. An isolated check fraud case has been filed with the district attorney’s office for a separate suspect Stallion Springs citizens thanked the SSPD for their patrol checks at the Cummings Valley Elementary School while their children were in attending school SSPD officers received domestic violence investigation training via the SSPD internal training program implemented by Chief Mike Grant
