CLARIFICATION # 1
PUBLIC NOTICE is hereby given that Clarification # 1 has been issued by the Borough
of Florham Park for the following:
PROPOSAL FP 14-04 2014 REQUEST FOR PROPOSAL TO DISPOSE OF OLD
LEAVES AND LEAF COMPOST AND OPERATE PRODUCTION AND SALES
FUNCTIONS AT THE FLORHAM PARK ENVIRONMENTAL CENTER
REASON: CLARIFICATION BASED ON QUESTIONS SUBMITTED TO
FLORHAM PARK BOROUGH
ISSUE: Does the proposal permit the successful bidder to increase the scope of the exemption
for the facility set forth in N.J.A.C. 7:26A-1.4?
ANSWER: The proposal is for the operation of the Florham Park Environmental Facility as
an exempt site pursuant to the categories of exemptions identified in N.J.A.C. 7:26A-1.4.
Specifically, it is intended that the facility will operate pursuant to the exemptions contained in
N.J.A.C. 7:26A-1.4(a)(13) relating to the receipt of yard trimmings for composting. It is
expressly understood and agreed that the bidder is exclusively responsible for maintaining the
Facility and operations conducted at the site in accordance with the terms of the applicable
exemption. It is further understood that any increase in the activity beyond the scope of the
exemption would not be permitted without a new Request for Bid issued by the Borough. The
successful bidder will not be authorized to unilaterally seek any additional license or approval
from any authority to increase the operations at the Facility beyond the scope of the exemptions
set forth in N.J.A.C. 7:26A-1.4.
ISSUE: What is the earliest date upon which services may be rendered by the successful bidder
in connection with the contract?
ANSWER: The successful bidder may commence activities pursuant to the contract on or
after February 20, 2015.
ISSUE: What is the date by which bids may be submitted in response to the Request for
Proposal FP 14-04?
ANSWER: Bidders must submit responsive bids to the Borough of Florham Park in the
Council Chambers of the Borough Hall located at 111 Ridgedale Avenue, Florham Park, NJ, on
or before Thursday, January 22, 2015 at 10 a.m.
