BOROUGH OF FLORHAM PARK MORRIS COUNTY, NEW JERSEY CONTRACT FP 14-03 CONSTRUCTION OF THE CONCESSION/RESTROOM PRE-MANUFACTURED BUILDING AT THE ELM STREET RECREATION COMPLEX ________________________________ NOTICE TO BIDDERS NOTICE is hereby given that sealed bids will be received by the Borough of Florham Park in the Council Chambers of Borough Hall located at 111 Ridgedale Avenue, Florham Park, NJ on Tuesday, September 9, 2014 at 10:00 AM prevailing time for the CONSTRUCTION OF A CONCESSION/RESTROOM PRE-MANUFACTURED BUILDING AT THE ELM STREET RECREATION COMPLEX in the BOROUGH OF FLORHAM PARK, MORRIS COUNTY, NEW JERSEY. Bid prices shall remain firm for sixty (60) days. Bids shall be addressed to the Borough Clerk, Borough of Florham Park, 111 Ridgedale Avenue, Florham Park, NJ 07932. The scope of work for the Construction of the Concession/Restroom Pre-manufactured Building includes the construction of a 1,050 SF wood framed, single story building located within the new Elm Street Recreation Complex located at 37 Elm Street, Florham Park, NJ. Construction shall be in accordance with the Construction Plans by RCP Shelters, Inc. titled LW-ENC-G3068-03-5FSC dated 5/12/2014 with last revision date of 7/7/2014. The Borough has purchased most materials for the building from RCP Shelters which will be supplied to the Contractor, however, the scope of construction shall include the Contractor providing noted materials and full construction and assembly of the pre-manufactured building. The detailed scope of work is shown on the Construction Plans, but is summarized below: Excavate and construct a building foundation comprised of CMU block foundation wall on reinforced concrete footing, and reinforced concrete piers. Construct a reinforced concrete building slab. Assemble the supplied wood framing for the building structure. Install the supplied building sheathing and roof sheathing. Install the supplied exterior doors, door frames, hinges, handles, deadbolts, closers, and thresholds; including all supplied parts for the roll-up concession counter door. Install the supplied roof shingle, colored fiber cement exterior siding, and colored exterior trim. Provide materials and install all rough plumbing and electrical systems. Install the supplied plumbing fixtures including ADA water closets w/ flush valves, water closets w/ flush valves, water closet seats, urinals w/ flush valves, ADA lavatories, dual temperature auto sensor faucets, grid drains, stainless steel mirrors, toilet paper dispensers, stainless steel hand dryers, baby changing stations, stainless steel soap dispensers, grab bars for ADA water closets, and a mop service basin. Install the supplied electrical fixtures including load center with circuit breakers, fluorescent light fixtures, switches, occupancy sensors, and GFCI receptacles. Provide food service equipment and install all food service equipment in the concession area, including the Exhaust Hood with Ansul fire suppression system. Provide and install a hot water heater tank. Install supplied vandal and graffiti resistant FRP panels at interior concession and bathroom walls onto supplied 1/2" moisture resistant gypsum board with supplied adhesive. Install supplied 1" toilet partition panels, doors, and pilasters. Provide materials and install ventilation ducts and registers, and install supplied inline electric exhaust fans. Install supplied material for exterior privacy screens in front of restroom entrances. Provide labor and materials to caulk and touch-up paint colored exterior trim and fiber cement siding. Provide labor and material to completely paint primed exterior doors and frames with exterior grade latex paint. Provide labor and materials to install an epoxy flooring system with a 4" curb throughout interior of building. This construction work shall be in accordance with the form of proposal, contract, construction drawings and specifications prepared by the RCP Shelters, Inc. and the Borough’s Engineering Department. Construction Plans and Specifications have been filed in the Department of Community Services of the BOROUGH OF FLORHAM PARK and may be inspected by prospective bidders at the Department of Community Services Office, 111 Ridgedale, Avenue, Florham Park, New Jersey, from 8:30 AM to 4:30 PM Monday thru Friday. Bidders will be furnished with a copy of the Contract Documents, Plans, and Specifications at the Department’s office on proper notice. A non-refundable charge of $50.00 per set shall be paid to the Borough of Florham Park for hardcopies. Plans and specifications will also be available on CD for a non-refundable charge of $10.00. Payment must be in the form of cash, certified check, or money order made out to the Borough of Florham Park. A non-mandatory Pre-Bid on-site meeting will be held on Wednesday, September 3, 2014 at 10:00 AM prevailing time at the Elm Street Recreation Complex. Bidders are notified that they must comply with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) for construction work, and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify. Bids shall be submitted on the forms provided, in the manner designated therein and required by the Specifications. They must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Mayor and Borough Council, BOROUGH OF FLORHAM PARK, MORRIS COUNTY, NEW JERSEY, and must be accompanied by a certified check, cashier’s check, or bid bond on the form provided of not less than 10% of the amount of bid. Said check or bid bond may not be less than $500 nor shall it be more than $20,000 and must be accompanied by a Consent of Surety statement in the form provided from a Surety Company stating that the Surety Company will provide the bidder with a bond for 100% of the Contract amount in the event that the Contract is awarded to the bidder. A Non-Collusion Affidavit; Proof of Insurance meeting proposal requirements; List of all Sub-contractors; and a Record of Recent Contract Awards must also accompany the proposal on the forms provided. Bidders must have at the time of bid, a Business Registration Certificate issued by the New Jersey Department of Treasury. Bidders are required to comply with the requirements of P.L. 1975 Chapter 127 for an affirmative action program for equal employment opportunity. If awarded a contract, your company/firm will be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and P.L. 1975 C. 127 (NJAC 17:27-1, et seq.). Bidders must also comply with the requirements of P.L. 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock, or have a ten percent (10%) or greater interest in the case of partnership. No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder, or all proposals will be rejected within sixty (60) days after the opening of bids. Upon the execution of the Contract, and written Notice to Proceed; all construction shall be completed prior to 90 calendar days excluding weather related delays; or an absolute completion date of April 1, 2015; whichever occurs first. The Borough of Florham Park reserves the right to delete sections of work from the contract after the award of the bid has been made due to funding or other reasons. The prices bid for various items of work shall not be adjusted due to the deletion of any work and due to the variation of any quantity for the various items scheduled in the Proposal. Proposals for this contract will be accepted only from bidders who have been properly qualified in accordance with the requirements of the Specifications. The Mayor and Borough Council of the BOROUGH OF FLORHAM PARK reserve the right to reject any or all bids, to reject unbalanced bids, to waive any informality therein in any bid, and to accept any bid that will be in the best interest of the Borough of Florham Park according to N.J.S.A. 40A:11-1.
