MINUTES MEETING OF BENTLEY PARISH COUNCIL MONDAY 12th OCTOBER 2015 BENTLEY MEMORIAL HALL, 7.30 PM Present: Mr Peter Hurley (Chairman) Mr Brian Dickinson Mr Paul Harrison Mr Patric Curwen Mrs Sally Thornely Mr John Fuller Ms Jenny Turner – Joined the meeting at 7:40pm Mrs Lorraine Jeffs (Clerk) Mrs Jacqueline Hutton (Previous Clerk) Also in attendance: District Councillor Ken Carter & 7 members of the public. 97/15 Apologies for absence 98/15 Apologies for absence were received from Cllr Alan Lockey To receive declarations of interests from Members Councillors were reminded of their responsibility to declare any disclosable pecuniary interest which they may have in any item of business on the agenda no later than when that item is reached. Unless dispensation had been granted, they may not participate in any discussion of, or vote on, or discharge any function related to any matter in which you have a pecuniary interest as defined by regulations made by the Secretary of State under the Localism Act 2011. Councillors were reminded that they must withdraw from the room or chamber when the meeting discusses and votes on the matter. 99/15 None were received. To approve the Minutes from the Meeting held on Monday 12th September 2015 The minutes for the meeting held on Monday 12th September 2015 were formally agreed and signed by the Chairman. The formal meeting will be adjourned for 10 minutes to enable local residents to address the Council. A Binsted resident attended the meeting in additional to the September meeting to request that the council review the application for a Holiday Village at Broadview Farm in Binsted and the impact that this might have on traffic coming through Bentley. The Chairman commented that although this is not in the Bentley area, the council are still entitled to comment because this development may cause implications for Bentley village with additional traffic coming through. It was agreed, to object and send B.P.C’s comments to South Downs National Park by the extended deadline of 14 October 2015. Action: Clerk Signed by the Chairman………………………………………………………………….. 9th November 2015 100/15 To receive a report from Cllr Ken Carter, East Hampshire District Council 101/15 Cllr Ken Carter reported the following: Mr Nick Leech has been appointed as the new monitoring officer for E.H.D.C in Petersfield. Cllr Carter confirmed, that a sum of money has been put aside by Whitehill and Bordon project team, for use in addressing local Highways issues. He also confirmed, that the spending of this sum will be based on monitoring changes in traffic flow. Clerk’s Report 102/15 The Clerk informed the council that she was introduced Bentley Recreation Ground Committee during an informal meeting on 5th October. She received an update on outstanding projects and the outcome was to focus on fund raising ideas and arrange to meet with additional play park equipment contractors. The Clerk has a meeting with Cllr Sally Thornely on 14th October to discuss the play park project, Bentley School & newsletter. Cllr Thornely, Clerk & Dick Davies will work together to complete the play park project. Planning 103/15 Planning application(s) to consider: Case: 56023 Site Location: Eastholme House, Hill Farm Lane, Bentley, Alton GU10 5JJ Proposal: New garage to the side and new outbuilding to the rear of the existing house. For the purposes incidental to the enjoyment of the dwelling house. Land Ref: 44292 Date: 29 October 2015 Comments: B.P.C received the Notification of Development Certificate so B.P.C did not pass comment. B.P.C await the planning application. To review & agree B.P.C planning comments for applications SNP/1402026FUL & SDNP/14/05926/FULL at Broadview View Farm Binstead. B.P.C agreed to object to both planning applications and the following comments below would be sent to the planning officer at South Downs National Park: 104/15 Bentley Parish Council wish to OBJECT to both planning applications stated below, due to the additional traffic and parking congestion this holiday village would create which would impact on the village. Also, there are insufficient parking facilities on the proposed site to cope with the number cars per unit. This could potentially cause an overspill of parking onto the roadside outside the property boundary, which would be a danger to cyclists and pedestrians. To review & agree the names of the new roads at the Somerset Field site. This item was discussed during the September Parish meeting and the decision was ratified during the October meeting, due to the duplication of the name chosen Barley Fields. The names to be put forward for the 3 roads on the Somerset Field site are: Somerset Field Barley Close Hop Gardens Signed by the Chairman………………………………………………………………….. 9th November 2015 It was also agreed that if the developers and the post office don’t want to use Barley Close because of the existing Barley Fields, they should consider a name that reflects the agricultural setting of the parish when choosing a name. Action: Clerk 105/15 To discuss and agree a plan of action for an emergency winter plan It was agreed that the current winter plan is out of date, and should be reviewed at the parish meeting in November. Some of the salt bins need to be re-filled by E.H.D.C and the chairman informed the council, that he has 4 snow shovels at his house so a more ideal location(s) need to be considered during the November meeting. Action: Clerk 106/15 107/15 To receive reports from the following officers: Allotment Officer - none Footpaths Officer – Cllr Patric Curwen reported that he will speak with the owner of footpath 11 to discuss the replacement or removal of the stile at the recreation ground and possible replacement of footpath sign. He will get their approval in writing before we can instruct the lengthsman to carry out his work. Action: Patric Curwen Highways and Transport Officer – Cllr Brian Dickinson reported that he had recently been in contact with Surrey C.C. regarding the possibility of their becoming involved with relief for traffic currently using the A325 thru' Wrecclesham and more importantly Frith End and Bentley. Pond Officer –. Cllr Paul Harrison: reported that he has ordered sleepers and timber screws for the dam and silt trap have been ordered with delivery expected this week. Total expenditure was £428.18 + vat. Hopefully we will be able to install everything this weekend BPC received reports on the 2014 HBIC survey of the pond and surroundings, which were circulated by the Clerk last week. The pond survey didn’t contain any surprises, noting that the pond was in poor condition and covered in duckweed, though it did confirm that shading from trees and scrub was a problem. The survey of the surrounding area was much more encouraging, with Carter’s Meadow being singled out as “impressive for such a public amenity site”. Action: Paul Harrison Tree Officer – none To discuss the content of the Autumn/Winter newsletter Cllr Sally Thornely will head of organising the publication of this addition, which is expected to be issued and delivered in early November. The following items will be included: Solar farm update Play Ground report Neighbourhood Plan update Signed by the Chairman………………………………………………………………….. 9th November 2015 108/15 Introduction of the new clerk Firework event Pond report A report from Mrs Pinchess (Head Teacher) at Bentley school Finance and General Purposes Committee The BDO Notice of Conclusion of audit for 14/2015 & report was reviewed & noted by the Council. The Clerk informed them that the report raised one issue in box 9 of section 1 of the Annual Return. The value of fixed assets included in the Annual Return appears to be under-valued. This report will be updated for the next financial audit inspection 15/16. Action: Clerk A Bank Reconciliation at 30 September 2015 showed a balance of £9,865.92 in the 30 day notice account and £35,245.42 in the Treasure account up to & including CQ No 1533. The cheques for payment at the October meeting, were noted and approved by the councillors. See (Appendix 1) The Clerk is to provide the councillors with the Cashbook (payments & receipts) & Expenditure over Budget spreadsheets by the end of October, which will be approved at the November Parish meeting. Action: Clerk 109/15 It was agreed to ratify the decision to approve the purchase of the Clerk’s mobile phone and ongoing monthly expenditure of £17.43 per month of which £3.53 can be reclaimed per month for VAT. To ratify the approval of works for the Lengthsman It was agreed to ratify the decision to approve the works for the lengthsman: Remove a dead tree at Fox Hill Improve the condition to a bench at Fox Hill Hire a company to remove the moles at Fox Hill Action: Clerk Cllr Patric Curwen will inform the Clerk when she can instruct the Lengthsman to replace or install a new stile at the recreation ground footpath 11 when approval has been received in writing from the landowner. Cllr Patric Curwen is to speak with homeowners at Fox Hall regarding the removal of the dead tree in front of their property as courtesy gesture. Action: Sally Thornely Cllr Sally Thornely is to provide the contact details of someone who might be able to remove the moles. 110/15 Chairman’s closing comments and date of next meeting.
