EXECUTIVE SUMMARY:
The Highway Project described in this report is in construction and runs from
km 18+600 to 54+000 between Hyderabad and Yadgiri on NH-202 in the
State of Andhra Pradesh.
The project was awarded to the Concessionaire M/s Hyderabad-Yadgiri
Tollway Pvt. Ltd. and the LOA was issued on 31st Dec. 2009. The Concession
agreement was signed between M/s Hyderabad-Yadgiri Tollway Pvt. Ltd. and
National Highways Authority of India on 24th Feb. 2010 with a Concession
period of 23 years including construction period of 650 days. The appointed
date is 30th July 2010. The concession agreement specifies project
completion schedule & the project mile stones are described in chapter 2.
Aarvee Associates Architects, Engineers & Consultant Pvt. Ltd has been
appointed as Independent Engineer (IE) of the project. The LOA was issued
on 9th November 2010. Contract for Consultants Service was signed in
between M/s. Aarvee Associates Architects, Engineers & Consultant Pvt. Ltd
and National Highways Authority of India on 19th Nov. 2010. Independent
Engineer mobilized since December 2010. The IE has established their office
and all of the key professionals & sub professional staff have been appointed.
The Concessionaire has established himself and with his construction
contractor. M/s GKC Projects Limited. Concessionaire has deployed M/s SAI
Consultancy Pvt. Ltd., as PMC/Engineer for construction-supervision and
operation-maintenance.

SCOPE OF PROJECT
2.1
SCOPE OF WORK:
The scope of the Access Controlled Highway Project as detailed in the
Concession Agreement shall be broadly classified as follows:

Four-Lane Access Controlled Highway NH-202 from Km. 18.600 to Km.
54.000 in the State of Andhra Pradesh

Exit & Entry ramps on the project highway to be provided

A length of Km 22.209 service road is to be provided on both sides of
Project Highway.

2 nos. of ROB, 3 nos. of VUPs and 5 nos. of FOBs are to be constructed.

29 nos. of Box culverts and 59 nos. of pipe culverts are to be provided.

1 no. of Minor Bridge and 5 nos. of major bridges are to be constructed.

At 3 locations grade separators are to be provided.

During the entire construction period, the Highway Project is to be
maintained by the Concessionaire at his cost from the appointed date.

Traffic management and safety of workers and the public shall be
maintained at all times in accordance with the relevant IRC/IS Codes as
stipulated in the Concession Agreement without any deviations.
2.2
MILESTONES:

Project Milestone I: Concessionaire shall have commenced construction
of Project Highway and expended not less than 10% of the total capital
cost set forth in the Financial Package. This shall occur on the date falling
on the 180th day from the Appointed Date. This has been accomplished.

Project Milestone II: Concessionaire shall have commenced construction
of all bridges and expended not less than 35% of the total capital cost set
forth in the Financial Package. This shall occur on the date falling on the
365th day from the Appointed Date. This has been accomplished.

Project Milestone III: Concessionaire shall have commenced construction
of all Project Facilities and expended not less than 70% of the total capital
cost set forth in the financial package. This shall occur on the date falling
on the 550th day from the Appointed Date. This has been accomplished.

Scheduled Four Laning Date: This shall occur on the 650th day from the
Appointed Date. This milestone has been missed and an extension of time
requested.
