Condition of Project Highway
1.
Carriageway and Crust Condition
As per the direction given by the Independent Engineer to comply the obligation
stipulated in the Concession Agreement the Concessionaire has initiated the Periodic
Maintenance of pavement including milling the defective section and filling by the DBM
mix of 70mm and renewal course by BC mix of 50mm.
2.
Service Road
To comply the obligation as mentioned in the Concession Agreement, the Concessionaire has
started the BC Overlay work of 40 mm thickness in the service road.
3.
Earthen Shoulder and Side Slopes
During the Monsoon period various defect was observed in the earthen shoulder and side slopes.
The Concessionaire has advice to initiate the remedial measures including filling with fresh soil
and compacted properly.
4.
Drains
It was observed during the current month that drain are damaged at some locations and not
serving the purpose. However in the current month Concessionaire had initiated the remedial
measures including cleaning of debris and repairing of drains.
5.
Thermoplast and KM stone
As per the direction given by the Independent Engineer, the Concessionaire has started the
pavement marking where BC overlay work was completed.
6.
Kerb
The Concessionaire has started the Kerb Paintings work where BC overlay was completed.
7.
Delineator, Studs, MBCB etc.
As per the direction issued by the Independent Engineer, the concessionaire has started the fixing
of new STUDS, delineators etc, where BC overlay work has completed. The work of replacement
of damaged MBCB is in progress.
8.
Pedestrian Guard Rail
It is also noticed that Pedestrian Guard Rail is damaged at many locations. Concessionaire has
initiated to install/repair the damaged section.
9.
ROW Plantation and landscaping
ROW Plantation beyond the shoulders and slopes of the roadways are almost completed.
However, a number of sections specifically, at medians, the wide spaces between approaches to
bridges, areas below flyovers etc., the plantation and landscaping have not been done. It was
suggested that plantation in missing areas is to be done to prevent the glare and increase the
aesthetics of project highway. Lacking of proper spacing between ROW to ROW land plant to
plant is noted. Concessionaire is also advised to remove the grasses from the pit of plant and take
the action regarding cutting and pruning of shrubs.
10.
ROW fencing
Fencing of ROW on a number of sections is damaged. Concessionaire was advised to restore the
same.
11.
SAFETY MEASUERS
Adequate safety regulations as per Schedule L required to be provided at Project Area. Safety
belts, Helmets etc must be used by the workers/Engineers with all safety precautions. All
necessary precaution should be taken to prevent accident. The concessionaire is advised that
safety regulation should be attendant on regular basis and fix up the missing caution and
reflective board. Reflected caution boards are required to fix up at all requisite places and utmost
precaution should be taken for the safe regulation of the traffic.
Area of the Bridges/Culverts under Maintenance should be taken well care off by surrounding all
over with guard’s walls/sheets with caution tapes.
As the periodic maintenance work has started and BC overlay work are being carried out,
therefore the Concessionaire was directed to implement the Traffic Management Plan, Clause
3.0 and Clause 3.3 of the Scheduled, Safety Manual and Schedules. The Concessionaire was
also suggested to attend to ensure safety of the road users and the workers.
The Concessionaire has been directed to provide adequate safety measures to conform the
Concession Agreement. It was also advised to provide /install more signage regarding safety
and safety slogans at regular interval for adequate safety of the road users. More signage
delineators, studs shall be provided at and near the median openings.
However on many occasions the Independent Engineer expressed dissatisfaction on traffic
measures being implemented by the Concessionaire at overlay locations as observed traffic
jam. The Concessionaire was regularly directed to enforce the adequate traffic measure
implement the Traffic Management Plan and to provide the necessary Signage, Cones, Flag
Men etc and to ensure the free flow of traffic.
