INTRODUCTION
The Government of India (GOI) through Ministry of Road Transport & Highways
(MORT&H) is contemplating to enhance the road capacity and safety for
efficient transshipment of goods as well as passenger traffic on the heavily
trafficked National Highway Section. The Ministry of Shipping, Road Transport
and Highways has entrusted National Highways Authority of India (NHAI) with
the responsibility of development of and maintenance of highways of national
importance which also include NH-4.
The National Highway No.4 originates from Thane and transverse through the
states of Maharashtra, Karnataka and Tamilnadu and terminates at Chennai
in Tamilnadu.
The project relates to upgrade the existing four lanes divided carriageway to 6
lanes divided carriageway from Km 433.000 to Km 515.000 (approximately
79.36 Km) on the Belgaum-Dharwad section of National Highway No. – 4
(herein after called NH-4) in state of Karnataka on design, build, finance,
operate and transfer (DBFOT) basis.
There are a number of settlements along the Project Highway. Details of Major

Details
The main industrial area of Dharwad district. The biggest
industry of TATA division TELCON exists here. There is a
road connecting centre for Garag taluk.
A number of restaurants exist along the road side. This is a
intersection for Tegur, Ramapur and to other villages.
Kittur
A historical place of Dharwad district, where a fort of freedom
fighter Rani Channamma exists. This is a road connecting
centre for Khanapur taluk.
MK Hubli
A commercial area and major educational institutions exists.
Hirebagewa

There is a road connecting centre for Bailhingal taluk.
Belgaum
Kakti
Major city of Karnataka State. The National Highway 4A
meets the Project Highway at Belgaum. Although bypass is
existing, lot of ribbon development has taken place all along
the bypass
A commercial/industrial area along the road side.
This Monthly Report covers the site construction activities for the month of
January - 2014; this report mainly focuses in financial & physical progress,
quality assurance and quality control. This also highlights any shortfall,
weaknesses or issues that are observed on the Works being carried out
concerning
SCOPE OF THE PROJECT
The six lanning of Km.433.000 to Km.515.000 from to Belgaum to Dharwad
Section of N.H.-4 in Karnataka State on BOT (Toll) on DBFOT pattern under
NHDP-Phase-V had been awarded to M/s. Ashoka Belgaum-Dharwad Tollway
Limited.
 The site for Six-Lanning shall extend from Km 433.000 to Km 515.000 of
National Highway no 4 in the state of Karnataka and shall, within the
right of way, comprise the land, building, structures and road works
described herein. Chainage at km stone 434 is 000. The km stone 485 is
missing on ground. The distance between km stones 484 and 486 is
1000 m. The km 505.600 of existing alignment on Belgaum bypass
merges with km 507/400 of old alignment. The total length of the
Project Highway is 79.36 km.
The scope of the Project (the “Scope of the Project”) shall mean and
include, during the Concession Period:
a) Construction of the Project Highway on the Site set forth in
Volume –II Schedule-A of Concession Agreement and as
specified in Volume –II Schedule-B of Concession Agreement
together with provision of Project Facilities as specified in
Volume –II of Schedule-C of Concession Agreement and in
conformity with the Specifications and Standards set forth in
Volume –II of Schedule-D of Concession Agreement.
b) Operation and maintenance of existing 4 lanes carriageway as
well as during construction of six lane divided carriageway in
accordance with the provisions of this Agreement.

PROJECT MILE STONE -I
As per Concession Agreement date of
Project Mile stone-I is 14th Jan 2012
(255th day).
However, Concessionaire has achieved
Project Mile stone-I on 16th Aug 2011
(104th Day) well before than scheduled
date as per Concession Agreement.

PROJECT MILE STONE -II
The
Concessionaire

commenced construction of all bridges
and expended not less than 35% (thirty
five per cent) of the total capital cost set
forth in the Financial Package.
As per Concession Agreement date of
Project Mile stone-II is 25th September
2012. (550th days)
However, Concessionaire has achieved
Project Mile stone-II on 25th February
2012 (297th Day) well before than
scheduled date as per Concession
Agreement.
