Inspection Report Of IE
The site was inspected by the Team Leader of Independent Consultant 4th November2014, 11th
November 2014, and 14th November 2014. The following observations were made:The Main Carriage Way is damaged from Ch.72+780 to Ch.72+840 (LHS), where the retaining wall
construction is going on. The soil from the slope of the embankment has been eroded and the
embankment has become unstable. The safety precautions at the above location are also not adequate.
IE instructed the concessionaire to take immediate steps to protect the Embankment and Main
Carriageway. The earth work in the slope of the embankment, the rectification of MCW, Service
road, stone pitching etc are to be completed within the stipulated time period.
During Inspection of project road on 11th November 2014 undulations were observed near
following locations
LHS
Ch.42+180, 54+200, 70+100, 72+800, 73+580, 76+020, 78+500, 78+650, 79+620, 80+150, 80+700,
90+550.
RHS
Ch. 100+200, 94+100, 92+650, 90+500, 80+150, 79+750, 76+025, 73+450, 72+550, 66+970,
56+830, 55+830, 43+350.
The undulations are adversely affecting the safety concern of road users, apart from level of
service of the project road.
The concessionaire was instructed to rectify these defects in accordance with specifications
and standard or in accordance with the maintenance manual within 30 days.IE informed that damage
charge will be levied as per clause 18.13 of Concession Agreement for non rectification of above
defects within the stipulated time period.
IE informed the concessionaire regarding Swachh Bharat Mission of NHAI. The
concessionaire was asked to submit compliance report.
The Vehicle Tracking System (VTS) with facility of Global Positioning System (GPS) to
track ambulance/road patrol vehicles/ tow away crane are to be provided by the Lanco Devihalli
project Highway ltd.

The IE clarified that the project facilities are to be provided as per schedule-C of the concession
agreement. However if any item is in the negative change in scope which is approved by the competent
authority then it may not be provided.
The Project Highway was inspected by CGM (T) RO, NHAI Bangalore on 14 th November 2014,
along with Project Director, Manager (Tech), NHAI, Team Leader (I.E) and SPV Head of Lanco – Devihalli
Highway Ltd. The CGM, NHAI expressed serious concern for the non maintenance of the road by the
Concessionaire in accordance with the Concession Agreement.
As per the observations the Concessionaire has not deployed sufficient manpower, machinery for the
maintenance of the road. As a result the road is not in traffic worthy conditions at many locations.
Unauthorized median openings, encroachment, unauthorized signboards and access road from the
main carriageway were observed at various locations. These are causing accident in the highway.
The ROWs, Medians, are not properly cleaned. Garbage, Bushes, undesirable vegetations were
noticed at various places of ROW and median.
The shoulder has got disturbed and washed away at a no. of places. Bushes and vegetation were
found on the shoulder of the service road. Potholes have been formed in the MCW as well as Service Road.
The rainwater accumulation was observed in the road at a few locations.
The riding quality of the road has become very poor at various locations mostly Kunigal bypass, due
to undulation, settlement, jerks. The condition of the service road is also not in traffic worthy condition at
some places. The median drains as well as the drain between service road and main carriageway are jammed
at many places due to growth of vegetation and as a result water cannot be drained out properly.
The bus stops are not maintained properly. The slabs for sitting of the public are missing in most of
the bus stops. The studs at some locations are missing and less reflective. The street lights are also not in
working condition at some areas.
All the above defects have been informed to Concessionaire time and again earlier in various
Inspection Reports of IE. It is observed that Concessionaire has failed to rectify the defects within the
stipulated time period as per Concession Agreement.
Pursuant to clause no 32.1 of the concession agreement the Concessionaire was served the default
notice for the non rectification of defects of the Project Highway. The IE informed that suitable action as per
the provision in the concession agreement will be initiated if the defects/deficiencies are not rectified within 1
(one) month time period.
Further IE clarified that the undulation and jerks are found at Ch. 79+620, 80+150(LHS) and
79+750(RHS). These are to be rectified as per the guide lines given in the schedule “L” of the concession
agreement.
The HTMS/Toll expert IE had visited the site on 3rd Nov 2014. His observations
are given below.

Toll Plaza at Chainages Km 32+600
During joint inspection with Lanco team, following observations were founda. The Highway Traffic Management System (HTMS) is not provided on the entire highway stretch.
b. The Automatic Vehicle Classifiers (AVCs) were found non-functional in lane no. 2 and lane no. 9.
c. The PTZ camera installed at toll plaza in the direction of Nelamangala in LHS of the project
highway was found defective and thus non-working.
d. The Earthing chambers for TMS Server, DG sets, Transformer and LT Panel etc. found
unavailable. After construction of the earthing chambers and proper watering , the working of the
earthing needs to be examined for smooth functioning of the high tech electrical and electronics
equipments. Its test report should be submitted to our office for the confirmation.
e. There were two nos. of UPS for empowering the tolling equipments. Each of the UPS has a
capacity of 20 KVA. One of the UPS is to make the system redundant by providing the stand-bye in
emergency if one UPS fails somehow. Bothe UPS were found working in good conditions.
f. There was another UPS of 30 KVA to empower the equipments and other necessary items
available inside the General office, Administrative / Control room building. This UPS was found
working in good condition.
g. DG sets – 2 nos. and a transformer were working in good condition. Each DG sets has a capacity
of 160 KVA. The capacity of the transformer was 315 KVA. Some of the earthing pits and chambers
were missing. The same needs to be rectified by Concessionaire to avoid any malfunctioning of the
equipments and also any type of undesired mishap on account of electrical faults.
h. The tolling operation was found satisfactory from control room and inside the toll booths.
i. The server rack was found occupies by some unwanted documents. Any attempt / practice of
keeping the documents, papers etc. in the server rack should be avoided.
j. The FAStag ETC implementation related work in either direction of traffic movement was not
found in progress at site. The concessionaire team informed us that the procurement process has
been started with the vendors.
k. The Static weigh bridge is unavailable at Toll Plaza.
l. The WIMs in each toll lane are unavailable at Toll Plaza.
Toll Plaza at Chainages Km 100+250
During joint inspection with Lanco team, following observations were found-

equipments. Its test report should be submitted to our office for the confirmation.
