1 Objectives and Scope

The proposed water supply project is located in Hinnavaru island of Lhaviyani Atoll, located approximately

147km north of the capital of Malé. The island currently suffers from inadequateinfrastructure facilities to meet its water and wastewater needs. In addition to theinadequate existing infrastructure, climate change and extreme event resilience arekey factors.The island was originally about 650 m long and up to 250 m wide, with a totalland area of about 22 hectares. It was extended by land reclamation in 2010 andnow has a total area of about 55 hectares.However, the reclaimed part of the island is currently uninhabited and is notconsidered part of this project, with the exception of the provision of a futureconnection from the proposed water distribution network.

USAID funded program to Enhance Water Security and Climate Resiliency in Maldives (Maldives GCC) was launched in order to establish integrated, climate-resilient water supply and management systems while promoting increased participation in development, allocation and monitoring of freshwater use at community level with the principles of Integrated Water Resource Management (IWRM).

The Program is intended to demonstrate the process and outcomes needed to allow island communities to maximize their opportunity to overcome impacts from global climate change. This program will be implemented on the island of Hinnavaru through the construction project implemented by UNOPS and the technical assistance/capacity building project implemented by Chemonics.

It is envisioned that the combined construction project by UNOPS and technical assistance/capacity building project by Chemonics will contribute to enhanced water security while creating an enabling environment that supports sustainability and climate change adaptation capacity in Hinnavaru.

The primary purpose of the construction project to be implemented by UNOPS is to deliver the design, construction, and operationalmanagement of a full water treatment and distribution system in Hinnavaru.

These activities will provide adequate technical capacity for the delivery of potable water to the current population of approximately 5,300 residents (based on the Maldives GCC Preliminary Assessment Report household survey data).

The UNOPS project outputs will consist in a fully functioning water supply system, inclusive of: i) ii) iii) water collection through Rainwater Harvesting (RWH) tanks, Sea Water Reverse Osmosis (RO) desalination plant and treatment facility water distribution system to the currently inhabited portion of the island (excluding the reclaimed area) and the current population of 5,300 residents/ 750 households and new distribution pipe line network shall be installed i/c house hold connections and meter. adequate capacities developmenton the island to operate and maintain the system (this third output will be done in close collaboration with Chemonics) and iv) The planning and installation of groundwater protection and recharge measures using surplus rainwater and improved management of wastewater;

The design component of the project is now near in completion and the next stage is to find competent

3 Special Procurement Conditions and Additional Information

UNOPS invites suppliers/contractors capable of providing the works in above categories to submit their expression of interest. Contractors/suppliers at their own discretion may indicate their interest for any package, combination of packages or all the five packages, if the proposed works are within their capacity.

Joint venture associations between two Companies (International or national/Maldivian) will also be deemed as eligible for submission of responses. Forming a partnership with a Maldivian company is a requirement for

Package 2, Package 3 and Package 4 and/or other suitable packages in order to ensure local contractor’s capacity building and the local presence during the operational and maintenance stage.

In order to be considered as a potential supplier /contractor’s interested enterprises should submit their

Expression of Interest (EOI) including the following information:

Brief presentation of your company including copies of company profile, incorporation certificates, number of staff, turnover for last 3 years with audited financial reports.

Reference list (list of similar projects implemented in Maldives for the previous 5 years OR list of similar projects implemented in overseas for the previous 5 years)demonstrating your qualifications for participating in this possible upcoming bidding process

Certificationsfrom previous clients in regard of the satisfactory completion of the projects.
