REQUEST FOR EXPRESSION OF INTEREST (EOI) BENEFICIARY: Kosovo REFERENCE NUMBER: DESCRIPTION: EOI-UNOPS-PHCKP-2010-001 Communication and Outreach campaign Population and Houses Census in Kosovo UNCCS CODE: 72300 DEADLINE DATE FOR SUBMISSION OF EOI: 30 August 2010 for the POSTING DATE: 16 August 2010 __________________________________________________________________ Objectives and Scope The Overall Objective is to generate a reliable and comparable demographic, social and economic numeric profile of Kosovo according to International Standards for Census Activities and that can be used as a basis for socio-economic assessments, decisionmaking. UNOPS for its clients has been requested to provide following services: Contribute to implement the Population and Housing Census (PHC) in Kosovo according to International Standards for Census Activities. Ensure transparency, efficiency and best-value-for-money in the procurement of Goods and Services necessary for the implementation of the PHC. Ensure the Logistics of the PHC. First critical activities to be implemented concern the communication and outreach campaigns for the census. Anticipating contract award is end of September beginning of October 2010 with implementation period starting beginning of January 2011. Expected Procurement Components Main procurement tasks are expected to have designing services, production services and/or information dissemination but not limited to following described outputs: Finalized Key Messages and, when needed, specialised and nuanced messages, imagery and tactics designed for targeted audiences along lines of, gender, age, geography, ethnicity etc. (pre-tested in focus groups representative of Kosovo population); Established “Brand” for the campaign such as the “ look and feel” or the “personality” of the deliverables in the campaign (pre-tested in focus groups representative of Kosovo population); Finalized development work such as Strategy and Design/Testing and Production and Distribution of deliverables. Finalising strategic plan, activities workplan, and budget— as well as proposed numbers of each tool to be used in the mass information campaign such as products and merchandise/publicity materials including but not limited to: a. Newspaper articles and advertisements, Television/Radio ads, PSAs, news and other EOI-UNOPS-PHCKP-2010-001 Page 1 of 4 information radio/TV programming and new media/website content; including production costs of how many Ads, PSAs, radio programs and airtime costs and television programs and airtimes costs on which stations/networks; and production of newspaper Ads, Cartoons, feature articles and placement costs; b. Billboards c. Flyers/folders d. Posters e. T-shirts, caps and other merchandise materials for Promotion, Branding, Identity, Publicity; f. Children’s education/outreach publication(s), Planning, Implementation and management of civic events such as, concerts, contests, school programming and children’s educational and outreach programming activities and materials Media News Conferences and Briefings (events management, media outreach/press release dissemination, follow-up, broadcast recording equipment/translation services and all related services and products necessary for media news conferences and events Media Monitoring activities, as an assessment tool and crisis communications strategy, for last 90 days of information/media campaign pertaining to coverage related to the Kosovo census New Media/Social Media Services/Management and content contributions to the SOK website’s census page(s) Layout/design of census enumeration and field operations communications tools as-needed A plan/budget to disseminate results of the census in both the short term and long term; Monitoring and evaluation of contract deliverables Special Procurement Conditions and Additional Information UNOPS invites vendors capable of providing the communication and community outreach services in above categories to submit their expression of interest. In order to be considered as a potential supplier, interested enterprises should submit their Expression of Interest including the following information: - brief presentation of your enterprise including number of staff, turnover, years in business - reference list demonstrating your qualifications for participating in this possible upcoming bidding process - contact information (full name and address, country, telephone and fax numbers, e-mail address, website and contact person) The Agency’s Experience and Qualifications: The agency and or consortium willing to submit a proposal should have: - Vendor must have experience designing, producing and launching national public information campaign in Kosovo; - Vendor must have designed, produced and disseminated the following deliverables on a public information campaign: billboards, posters, television/radio/newspaper ads, brochures, flyers, t-shirts, caps and other types of merchandising items. Such experience shall be supported by the previous work samples provided for in the portfolio and submitted via pdf or hardcopy); EOI-UNOPS-PHCKP-2010-001 Page 2 of 4 - Vendor must be able to effectively understand verbal and written English. Communication will be mainly in English although vendor must be able to produce all relevant services and products in Albanian, Serbian and Turkish as required; - Vendor must demonstrate experience in event-planning, implementation and management for such events as, press briefings, press conference, concerts, public celebrations and community artistic and civic events; - Vendor must demonstrate experience working with diverse populations in Kosovo. Namely, Serbian, Roma and Turkish communities and civic and other institutional organizations representing such diverse interests including media serving such communities in Kosovo; - Vendor must demonstrate success in producing children’s outreach and educational materials such as, participatory events and programs geared for children/youth, magazines, newspaper articles, games and/or comics as well as other media programming; - Vendor must demonstrate ability to design media plans to achieve the most costeffective pricing and placement of mass media productions such as radio, television and newspapers ads, articles, programs and news segments. The purchasing power of the vendor, in its media-buying proposal, is a significant factor to this request. This might also be accomplished via a transmission rights method of program distribution; - Vendor must demonstrate ability to plan, produce and distribute television programs utilizing media that is consumed by a diverse audience reflecting the diversity of Kosovo. - Vendor must have business relations in Kosovo and experience in the CorporateGiving/Corporate-Citizenship practices and partnerships; - Vendor must agree to commence working no later than 5 days after contract is signed, 2010. An expected award date is early October 2010 project contract completion April 30, 2011. Procedure for submission 1.
