Background Information - Myanmar
The UNOPS Myanmar under the UNOPS Asia Regional Office has been established to better support,
develop and oversee the UNOPS portfolio of programmes and projects in Myanmar with focus on health
programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between
projects are effectively developed.

The UNOPS Myanmar portfolio currently comprises several programmes and projects, including fund
management of the multi-donor Three Millennium Development Goals Fund and the Livelihoods and Food
Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS,
Tuberculosis and Malaria grants to Myanmar. UNOPS Myanmar has also been designated as Principal
Recipient of the GFATM for a Regional Malaria Grant (Regional Artemisinin Initiative) covering 5 countriesVietnam, Myanmar, Thailand, Laos and Cambodia. UNOPS is also expanding its infrastructure and
procurement services in Myanmar, including advisory services in these areas.
UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS partners that meet stringent
requirements of speed, efficiency and cost-effectiveness. It is also responsible for liaison with government
counterparts, donors, and UN Agencies.
Background Information - Job-specific
The Portfolio Unit has recently been appointed by the Peace Building Fund (PBF) to oversee the
establishment of the Center for Diversity and National Harmony (CDNH) in Yangon over an 18-month
period. The project will fund, implement and monitor staff recruitment, procurement and operations in order
to establish the CDNH, which is crucial to conceptualise, inform and enhance the debate on social violence
and its prevention, ensuring a stable and peaceful Myanmar characterized by sustainable development,
human rights, the rule of law, democracy and collaborative security. The rationale for the establishment of
the CDNH lies behind the recent outbreaks of violence stemming from the inter-communal conflict in
Rakhine state, which has made evident the lack of effective early warning mechanisms and the need for a
greater understanding of social violence.
In this project, UNOPS will support the procurement of essential equipment (to be procured by both
UNOPS and CDNH, depending on the value of the items) and oversee the recruitment of start-up
personnel. UNOPS will also act as a conduit for grant funding to the CDNH for activities such as research
and training, while employing appropriate monitoring and verification controls. UNOPS will thus help
establish CDNH and support its initial operations.
To support UNOPS capacity in monitoring and evaluation, specifically in the reporting of output and
outcome indicators to PBF at a 6-month interval in a manner that is highly transparent and robust, UNOPS
Myanmar is hiring a short-term Monitoring & Evaluation (M&E) Specialist. It is expected that 100% of the
M&E Specialist’s time will be devoted to enabling UNOPS to perform its role in the monitoring and reporting
of the outcomes of the CDNH project. This is a retainer position, and the successful candidate will be
required to work 5 days within each 6-month period, for a total of 15 days over an 18-month period.
UNOPS applies results-based M&E to track project progress and demonstrate the impact of projects. To
effectively implement the M&E plan, UNOPS, together with CDNH, uses an M&E system that will provide
timely and high-quality data collection and analysis regarding the peace-relevant outcomes of this project.
The M&E system is guided by the key principles of precision, reliability and timeliness.

The M&E system is built on the following underlying principles:

M&E is integrated in the project cycle (design, planning, implementation, closure);

M&E reflects UNOPS policies, procedures, and international M&E standards;

M&E shall be kept simple and cost-effective.
Functional Responsibilities
Under the supervision of Senior Political Affairs Officer and Portfolio Manager at UNOPS Myanmar, the
Monitoring and Evaluation Specialist shall be responsible for performing the following duties:

Conduct reviews to monitor broader outcomes of the CDNH, as well as quality of the CDNH’s project
delivery.

Incorporate assessment of project outcomes, outputs and indicators based on M&E; and reporting on
the effectiveness of the project inputs in delivering the required outcomes.

Assist UNOPS on PBF reporting requirements (output and outcome indicators) every 6 months.

Provide technical inputs into the design and implementation of results-based monitoring and evaluation
(M&E) to track project progress and demonstrate the impact of project with CDNH’s M&E focal person.

Support the development of an M&E system that will provide timely and high-quality data collection and
analysis regarding the peace-relevant outcomes of this project.

Review CDNH’s data collection and analysis processes to measure progress and achievements
according to the M&E plan and make recommendation. Conduct field visits as necessary to ensure that
the reported data is accurate and in line with the project Log Frame.

Review CDNH evaluations to help ascertain that they are impartial, independent and credible.

Assess quantitative and qualitative data collection and analysis tools, techniques and approaches,
evaluation budgets and work plans.

Apply high professional standards in line with the Evaluation Strategy and UN Evaluation Norms &
Standards.

Build the capacity of the CDNH’s M&E focal person to ensure the conduct of quality research and
evaluation.

Organize meetings/workshops and other discussion forums to establish a dialogue on monitoring and
evaluation results (recommendations/ lessons learned) and issues.

Write reports, analyse findings and provide recommendations.

Maintain detailed knowledge of all relevant issues impacting his/her field of M&E.

Perform any other tasks as required by the Portfolio Manager.
Education/Experience/Language requirements
a.
Education

A Master’s Degree is required, preferably in statistics, M&E a field related to the scope of duties above.

A Bachelor’s Degree with a relevant combination of academic qualifications and 9 years experiences
relevant to the above duties and responsibilities may be accepted in lieu of the Master’s Degree.

b.

The lack of a degree can be compensated for by additional years of professional experience.
Work Experience
Among above experiences, minimum 3 years’ experience as M&E Specialist in development of
successful M&E system at programme-level is required.

In-depth knowledge of peace issues in Myanmar, excellent conceptual and analytical abilities and a
systematic approach to information management is an asset.

Demonstrated computer and information technology literacy, including expertise in Microsoft Excel, Word
and Access and experience with Geographic Information Systems (GIS). The ability to type in Burmese
would be an asset.

Minimum 3 years’ of previous involvement with and knowledge of relevant government policies, NonGovernmental Organisations and civil society is required.


Strong overall oral and written communication skills are required.
