On motion of Mr. Lagasse, seconded by Mr. Johnston, the following resolution
was offered:
RESOLUTION NO. 125120
A resolution authorizing Amendment Number 3, exercising the
option to renew the purchasing agreement for an additional year
with the vendor 3South for the purchase of the Everbridge Alert
Notification System for a cost not to exceed ninety thousand and
00/100 dollars ($90,000.00); Parish shall have one option to renew
said agreement for an additional year extension term to close out
this agreement at an amount not to exceed ninety thousand and
00/100 dollars ($90,000.00) annually, for a total contract cap not to
exceed four hundred fifty thousand and 00/100 dollars
($450,000.00) and authorization for the Purchasing Department to
issue a Purchase Order with the vendor 3South. (Parishwide)
WHEREAS, pursuant to Resolution 119168 the Parish of Jefferson entered into
an agreement with 3South which allowed multiple options for annual extensions; and
WHEREAS, Jefferson Parish wishes to exercise an option to extend the contract
for another year; and
WHEREAS, pursuant to R.S. 38:2212.6, such purchases shall (1) utilize a
Louisiana distributor; (2) use the competitive ordering procedures of the Federal
General Services Administration (3) receive prior approval from the Director of the
Governor's Office of Homeland Security and Emergency Preparedness, or his designee;
and
WHEREAS, 3South is the authorized Louisiana distributor under the GSA
Contract for the Everbridge Alert Notification System; and
WHEREAS, the purchase agreement includes one (1) year of Everbridge Alert
Notification System Service and the option to renew said agreement for one (1)
additional one year term; and
WHEREAS, the purpose of the project is to have the capability to send an alert to
the citizens of Jefferson Parish of any emergency incident awareness and/or severe
weather conditions that may potentially affect them.
NOW, THEREFORE BE IT RESOLVED by the Jefferson Parish Council of
Jefferson Parish, Louisiana, acting as governing authority of said Parish:
SECTION 1. That the Jefferson Parish Council does hereby authorize the
execution of Amendment No. 3 to exercise the option to renew the purchasing
agreement with the vendor 3South for the purchase of the Everbridge Alert Notification
System for a cost not to exceed ninety thousand and 00/100 dollars ($90,000.00);
Parish shall have one option to renew said agreement for an additional year extension
term to close out this agreement at an amount not to exceed ninety thousand and
00/100 dollars ($90,000.00) annually, for a total contract cap not to exceed four hundred
fifty thousand and 00/100 dollars ($450,000.00).
SECTION 2. That the Purchasing Department be and is hereby authorized to
issue a purchase order(s) for an amount not to exceed $90,000.00 to 3South for the
Everbridge Alert Notification System.
SECTION 3. That all costs associated with this Agreement shall be charged to
Account Nos. 21430-1255-295-7745 (14321.006), 21430-1255-295-7745 (14320.004),
21610-1290-7745 (16179.003) and 21610-1290-7745 (16179.004).
SECTION 4. That these funds are provided through the use of State Homeland
Security Program (SHSP), Urban Area Security Initiative (UASI), and Strategic National
Stockpile (SNS) and no Jefferson Parish funds are used to provide this equipment.
SECTION 5. That the Chairman of the Jefferson Parish Council, or in his
absence the Vice-Chairman, be and is hereby authorized to execute any and all
documents necessary to give full force and effect to this resolution.
The foregoing resolution having been submitted to a vote, the vote thereon was
as follows.
