On joint motion of all Councilmembers present, the following resolution was offered: RESOLUTION NO. A resolution authorizing the Chairman or, in his absence, the Vice Chairwoman of the Jefferson Parish Council to sign the attached purchasing agreement and authorization for the Purchasing Department to issue a Purchase Order with the vendor 3South for the purchase of the Everbridge Alert Notification System with an initial term of one (1) year for a cost not to exceed ninety thousand dollars and 00/100 ($90,000); Parish shall have the option to renew said agreement for one (1) one-year extension term at an amount not to exceed ninety thousand and 00/100 dollars ($90,000.00) per year, for a total contract cap not to exceed one hundred eighty thousand and 00/100 dollars ($180,000.00). (Parishwide) WHEREAS, the purchase will be completed through GSA contract requirements per R.S. 38: 2216.6; and, WHEREAS, pursuant to R.S. 38:2212.6, such purchases shall (1) utilize a Louisiana distributor; (2) use the competitive ordering procedures of the Federal General Services Administration (3) Receive prior approval from the Director of the Governor's Office of Homeland Security and Emergency Preparedness, or his designee ; and WHEREAS, the Department of Emergency Management has received approval from the Director of the Governor’s Office of Homeland Security and Emergency Preparedness; and WHEREAS, 3South is the authorized Louisiana distributor under the GSA Contract for the Everbridge Alert Notification System; and, WHEREAS, the proposed purchase agreement includes one (1) year of Everbridge Alert Notification System Service and the option to renew said agreement for one (1) one year extension term; and WHEREAS, the purpose of the project is to have the capability to send an alert to the citizens of Jefferson Parish of any emergency incident awareness and/or severe weather conditions that may potentially affect them; and NOW, THEREFORE BE IT RESOLVED by the Jefferson Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish: SECTION 1. A resolution authorizing the Chairman or, in his absence, the Vice Chairwoman of the Jefferson Parish Council to sign the attached purchasing agreement and authorization for the Purchasing Department to issue a Purchase Order with the vendor 3South for the purchase of the Everbridge Alert Notification System with an initial term of one (1) year for a cost not to exceed $90,000; Parish shall have the option to renew said agreement for one (1) one-year extension term at an amount not to exceed $90,000 a year for a total contract cap not to exceed $180,000.00. SECTION 2. That the Purchasing Department is authorized to issue a purchase order(s) for a cost not to exceed $90,000 to 3South for the Everbridge Alert Notification System. SECTION 3. That all costs associated with this Agreement shall be charged to Account No. 21430-1255-295-7745 (14320-002), 21430-1255-295-7745 (14321-002), and 21430-1255-295-7745 (14321-003). SECTION 4. That these funds paid for through the use of Urban Area Security Initiative (UASI) and State Homeland Security Program (SHSP) and no Jefferson Parish funds are used to provide this equipment.
