On motion of
Mr. , seconded by Mr. , the following resolution was offered:
RESOLUTION NO.
A resolution declaring and certifying an emergency and
invoking the emergency provisions of the Public Bid Law to
allow East Jefferson General Hospital (EJGH) to
immediately contract for necessary emergency repairs to the
Canal Parking Garage. (Council District No. 5).
WHEREAS, EJGH has observed a crack in an overhead supporting post tension
beam on the 6th floor of the Canal Parking Garage;
WHEREAS, EJGH promptly retained the structural engineering firm of Wiss,
Jannery, Elstner Associates, Inc. (WJE) to implement temporary shoring, perform a
structural analysis and develop repair plans for the beam;
WHEREAS, despite support from the temporary shoring the condition of the
beam has deteriorated;
WHEREAS, WJE opines the deterioration of the beam poses an imminent threat
of further destruction of property and possible injury to persons requiring construction of
immediate repairs;
WHEREAS, at its Meeting on October 30, 2015 the Board of Directors of EJGH
unanimously passed a resolution formally requesting the Jefferson Parish Council to
declare and certify an emergency invoking the emergency provisions of the Public Bid
Law to allow EJGH to immediately contract for necessary emergency repairs to the
Canal Parking Garage; and
WHEREAS, it is in the best interest of Jefferson Parish for EJGH to immediately
perform the necessary repairs to the Canal Parking Garage to provide for the health,
safety and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED, by the Jefferson Parish Council for the
Parish of Parish, State of Louisiana, acting as governing authority of said Parish and
Hospital Service District No. 2, Parish of Jefferson, State of Louisiana, d/b/a East
Jefferson General Hospital (EJGH), that:
SECTION 1. The Jefferson Parish Council does hereby declare and certify the
deteriorating condition of the post tension beam in the Canal Parking Garage is an
emergency warranting invocation of the emergency provisions of the Public Bid Law to
allow EJGH to immediately contract for necessary emergency repairs.
SECTION 2. EJGH is authorized to immediately negotiate and execute contracts
necessary to perform the required emergency repairs to the Canal Parking Garage.
SECTION 3. The Council Clerk is authorized to advertise and publish this
emergency declaration and certification in the official journal of Jefferson Parish within
ten (10) days of the date of the Council’s adoption of this resolution.
The foregoing resolution having been submitted to a vote, the vote thereon was
