On joint motion of all Councilmembers present, the following resolution was
offered:
RESOLUTION NO.
A resolution authorizing Amendment No. 1 to the Engineering
Agreement between the Parish of Jefferson and Shaw
Coastal, Inc. to provide professional services required for the
remote operation control/automation of various drainage pump
stations from designated sites throughout Jefferson Parish at
an increase cost of $454,180.00 from $303,000 to $757,180
(Parish Wide)
WHEREAS, the Parish, pursuant to Resolution No. 106956, adopted on January
10, 2007, selected Shaw Coastal, Inc. to provide professional services required for the
remote operation control/automation of various drainage pump stations from designated
sites throughout Jefferson Parish; and
WHEREAS, due to the complexity and uniqueness of the work being designed
the construction cost could not be establish prior to design/bidding; and
WHEREAS, it was agreed that the fee would be computed based on the
percentage shown on the 1981 edition of the American Society of Civil Engineer’s
Median Compensation Curve “A” applied to the approved low bid for the project ; and
WHEREAS, in order to proceed with design of the project the Department of
Capital Projects previously established a lump sum basic services fee of two hundred
eight thousand dollars ($208,000) and a not to exceed supplemental fee of ninety five
thousand dollars ($95,000) for these improvements; and
WHEREAS, the original agreement contained a provision that allowed for
Engineering fees (basic services) to be adjusted (up or down based on the actual
construction bid); and,
WHEREAS, the construction bid received for this project ($9.7 million) was
considerably higher than the originally estimated amount of $3.2 million; and,
WHEREAS, the Department of Drainage recomputed the lump sum basic
services fee based upon actual bid prices and American Society of Civil Engineers
Curve “A” thus establishing a lump sum basic services fee of five hundred eighty seven
thousand one hundred eighty dollars ($587,180); and
WHEREAS, subsequent to award of the construction contract it became
apparent that the services of a Resident Project Coordinator to assist the Corps of
Engineers were needed in lieu of the services of a Resident Inspector; and
WHEREAS, the original Agreement included fifty thousand dollars ($50,000.00)
for Resident Inspection services which is being deleted; and,
WHEREAS, the fee will be added for Resident Project Coordinator services at an
estimated not-to-exceed one hundred twenty five thousand dollars ($125,000);
NOW, THEREFORE, BE IT RESOLVED by the Jefferson Parish Council of
Jefferson Parish, Louisiana, acting as governing authority of said Parish;
SECTION 1.
That the Jefferson Parish Council does hereby authorize
Amendment No. 1 to the Engineering Agreement with Shaw Coastal, Inc. to provide
services required for the remote operation control/automation of various drainage pump
stations from designated sites throughout Jefferson Parish for a lump sum basic
services fee of $587,180 and a supplemental services not-to-exceed fee of $170,000,
which includes the services of a Resident Project Coordinator.
SECTION 2. That the cost of these services shall be charged to Account No.
45210-4037-7451(52110.027), Contract No. 55-00008573
SECTION 3. The Council Chairman or, in his absence, the Vice-Chairman is
hereby authorized to execute any and all documents necessary to give full force and
effect to this resolution.
