On joint motion of all Councilmembers present the following resolution was offered as amended: RESOLUTION NO. A resolution rescinding Resolution No. 118866, adopted May 9, 2012, and dedicating and committing the $14,588,017.00 Dollars from the November 2011 allocation of the Hazard Mitigation Grant Program’s Disaster Economic Impact Recalculation Funds to Parishwide Hazard Mitigation projects intended to reduce the impact of floods on citizens of Jefferson Parish. WHEREAS, Jefferson Parish desires to utilize these funds to elevate homes and provide other drainage projects intended to alleviate the effects and damage of flooding for as many residents as possible; and WHEREAS, Jefferson Parish intends to commit these funds immediately so that FEMA may be aware that hazard mitigation projects will be started upon receipt of funds; NOW, THEREFORE, BE IT RESOLVED, by the Jefferson Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish: SECTION 1. That Resolution No. 118866, adopted May 9, 2012, is hereby rescinded. SECTION 2. That the Parish of Jefferson does hereby approve the acceptance of the November 2011 Hazard Mitigation Grant Program Disaster Impact Recalculation Funds in the amount of $14,588,017.00 Dollars. SECTION 3. That the November 2011 Hazard Mitigation Grant Program Disaster Impact Recalculation Funds shall be distributed as follows: $9,502,973.00 to be used to provide elevation grants to home owners in Jefferson Parish in accordance with the currently approved parish elevation program (1603-051-0014 and 1603-0510015). $4,602,990.00 to be used for Manson Ditch drainage improvements (1603-0510022) affecting 579 structures; $482,054.00 to be used to install pumps and drain line at N. Atlanta St., N Cumberland St., and N Starrett Rd. (1603-051-0025), affecting 13 severe repetitive loss and 12 repetitive loss properties. SECTION 4. That the Parish Flood Plain Manager is encouraged to offer funds available for home elevations to qualified applicants that have submitted applications through the Parish Program and whose homes are presently located outside of the hurricane protection system. SECTION 5. That the Parish Flood Plain Manager is hereby authorized to sign and execute any and all documents necessary to accept this grant.
