Minutes: The minutes of April 8 were approved.
Accreditation: Copies of the Accreditation Progress Report Site Visit Agenda for this Thursday,
April 17, were shared with the group. Copies of a Program Review Survey Summary created
by Pam were also shared with the group. Managers were asked to put the survey data from their
areas in this summary format. It was noted that Janet had E-mailed a summary template also.
Tentative Budget: Copies of the 2003-2004 Tentative Budget (General Fund Unrestricted) were
shared with the group. Many changes are expected before this budget is final, so send any input
to Pam. Noted:
 Five columns were used this year (instead of three) to include adopted budget and
projections for 2002-03 and 2003-04 for comparison purposes.
 The Tentative Budget will be presented at the PBC meeting this Thursday at 1 p.m.
 The draft form will go to the Board in May, and they are scheduled to adopt it in June.
 Reserves are less than 3% and the Board wants 5%. More revenue needs to be
identified.
The May Revise is due next month, but there is still much uncertainty about the State budget.
Protests against the budget cuts have been staged, and some are pushing for equalization, but it
remains to be seen what the governor will do.
Q-Builder: Today is the deadline for the first quarterly report on Q-Builder. Manager
comments on their experiences with Q-Builder:
 Trying to make the information fit the format is too labor intensive
 Mike Wilson is supposed to be the Q-Builder resource, but he doesn’t know Q-Builder.
 Many activities are not quantifiable because they are ongoing; consequently, this
program won’t show their true value.
 There is a problem with printing the notes.
Employment Law: Marcy shared copies of Employment Law Bulletin (Vol., 03, No. 3)
regarding the California Family Rights Act (CFRA), the Family Medical Leave Act (FMLA)
and how concurrent leave functions under each. It was noted that all paid leaves must be used
first.
Committee Reports/Division Issues
 Rocky Bonura: He will meet with building captains on Thursday.
 Maurice Elmore
 The job walk on the bleacher replacement project (bond funding) will be this Friday.
This will increase the capacity for Civic Center rental of this area to approximately
2,000, and they hope to have the work completed by fall semester.
 A local company will do the evaluations and reports on the paving project (bond
funding).
 Mike D’Amico
 They urgently need to fill the position of the dispatcher, who will be gone May 15.
 There will be a movie shoot (a remake of Cheaper by the Dozen – with Steve Martin)
in the Stadium area during the last part of April.
 Marcy Wade
 The Liebert Cassidy workshops are today in the Library basement.
 The classified contract will soon be up for total contract renewal. Be thinking of
items/issues. Spencer is to be invited back as chief negotiator, and David Miller
volunteered to be on the negotiations committee.
 She will start jury duty on April 28th.
 Allene Quarles: Friday was the deadline for reclassification requests. The overall
objective is to look at all classifications and update them.
 Alex Kelley: A percentage of the Web Developer position will be reassigned to ITS the
day after the Board meeting.
 Bob Gann
 Thanks to everyone for their patience during the work on the road and walkways.
 Starting this month, tours of the Natural Science Remodel project will be available
the last Friday of each month at noon. Only 10-12 people can be accommodated, so
advance reservations via E-mail will be necessary. Bring hardhats. Vic will
announce this in Cabinet.
 The environmental impact contract will be going to the Board in April.
 Janet Clarke
 Legislation to increase the bid threshold for public works from $15,000 to 50,000 is
pending. If passed, it would be effective in January of 2004.
 VRM Maximus will be doing the building valuation which is required every five
years. They will look at all buildings on campus.
 SWACC and JPA are closing in on the rates for 2003-04 insurance coverage. There
is the possibility of going back to being self-insured for workers’ comp, which will
allow the college to manage its claims better.
 David Miller: Two major construction projects:
1.
Water Main Project (locations all over campus) - Once they get underground,
they are finding old problems that need to be dealt with.
2.
Natural Science Complex – They are almost through the general demolition
phase. Next is the technical/mechanical demolition phase.

 They are reviewing the applications for the Accounting Officer position and hope to
complete the process in time for the May 19th Board meeting.
 The Area Council meeting is next week, and the Management meeting is tomorrow.
