Title
Complete hydrostatic tests of scuba cylinders

Purpose
People credited with this unit standard are able to complete
hydrostatic tests of cylinders used in conjunction with selfcontained underwater breathing apparatus (scuba) to the
standards set by Department of Labour Occupational Safety
and Health - Explosives and Dangerous Goods Division, and to
industry criteria.

demonstrate equivalent knowledge and skills.
Explanatory notes
1
Audit procedures outlined in this unit standard would be undertaken by the New
Zealand Underwater Association (NZUA) or Testing Laboratory and Registration
Council (TELARC).

The Dangerous Goods (Class 2 - Gases) Regulations 1980 and subsequent
amendments detail the requirements for SCUBA cylinder testing.

All training providers offering any recreational scuba diving units must ensure that the
training is conducted by a qualified instructor in current teaching status with one of
the listed agencies: National Association of Underwater Instructors (NAUI),
Professional Association of Diving Instructors (PADI), Scuba Schools International
(SSI), Confederation Mondiale des Activities Subaquatique (CMAS) (or an equivalent
determined by the ITO); and the instructor be providing training in accordance with
the standards and procedures of the respective training agency.

spanners, measuring equipment, restraining equipment, inspection equipment,
weighing apparatus, test documents, recalibrations, calibration records,
authorised stamp, cleaning materials, drying, ‘o’ rings, lubricants, relief devices.
Evidence requirements
1.1
Selected test station equipment complies with Dangerous Goods Regulations.
1.2
Station Procedures Manual has been prepared to NZUA or TELARC
requirements.
1.3
Maintenance and calibration of equipment comply with Dangerous Goods
Regulations.
Outcome 2
Conduct hydrostatic cylinder test to industry criteria.
Evidence requirements
2.1
Exterior and interior inspection complies with Dangerous Goods Regulations.
2.2
Completed test procedure meets documented guideline required by the Chief
Inspector, Explosives and Dangerous Goods Division.
2.3
Cylinder is drained, dried, re-valved, and stamped in accordance with
Dangerous Goods Regulations.
2.4
Testing report is completed, and customer copy attached to cylinder as proof of
results of total test.
2.5
Completed testing documentation meets industry criteria, and is attached to
cylinder.

Meet assessment criteria during audit of station and signatories to regulatory
requirements.
Evidence requirements
3.1
Practical assessment of signatory complies with NZUA or TELARC criteria.
3.2
Theoretical assessment of test station operators complies with NZUA or
TELARC criteria.
3.3
Complete station audit by way of check sheet complies with NZUA or TELARC
criteria.
