People credited with this unit standard are able to: explain
responsibilities under the Health and Safety in Employment Act
1992 and Health and Safety in Employment Regulations 1995;
explain responsibilities under the Resource Management Act
1991; and explain responsibilities under the Approved Code of
Practice for the Design, Safe Operation, Maintenance and
Servicing of Boilers.
This unit standard is for occupations such as boiler operators
and petrochemical process operators whose role can include
all or some of the following: steam generation, water treatment,
hydrocarbon processing and electrical generation in industries
including petrochemical, power generation, dairy processing,
meat processing, timber processing and other steam users.

1
Definitions
organisational requirements refer to instructions (oral, written, graphic) to staff on
policy and procedures which may be documented in memo or manual form and are
available in the workplace. These requirements include but are not limited to –
manufacturer's procedures, plant procedures, suppliers’ instructions, site signage,
legislative requirements and codes of practice;
plant refers to the plant or unit at which the person is employed.

Employment Act 1992 and the Health and Safety in Employment Regulations 1995;
Resource Management Act 1991; Hazardous Substances and New Organisms Act
1996; current Approved Code of Practice for the Design, Safe Operation,

Outcome 1
Explain responsibilities under the Health and Safety in Employment Act 1992 and Health
and Safety in Employment Regulations 1995.
Evidence requirements
1.1
The Health and Safety in Employment Act 1992 is used to identify employee
and employer responsibilities.

The explanation establishes the reasons for these responsibilities.
1.3
Plant systems to facilitate management of responsibilities are identified and
explained in terms of purpose, use and factors relating to Health and Safety in
Employment Act 1992 and Health and Safety in Employment Regulations 1995.
Outcome 2
Explain responsibilities under the Resource Management Act 1991.
Evidence requirements
2.1
The Resource Management Act 1991 is used to identify employee and
employer responsibilities within the workplace.
2.2
The explanation establishes the reasons for these responsibilities.
2.3

Management Act 1991.
